I. CALL TO ORDER

Mayor McNamara called the meeting to order at 7:43 p.m. Aldermen Hervey, Beach and Chiarelli appeared via teleconference.

1. 2020-251-CR - iFiber Contract Amendment to add a connection to the new Police Property and Evidence facility on Shepherd Trail. The total construction cost for the project is $45,022 and total yearly recurring costs will be $8,400. This will bring the total annual recurring iFiber contract to $97,800. The funding source is the Police Department Operating Budget.

Alderman Frost, on behalf of the Finance and Personnel Committee, read in the committee report and placed it up for passage.

1. 2020-188-R - Change Order No. 1: City-Wide Street Repairs Group No. 4 - 2020 (Alleys) to Norwest Construction, of South Beloit, Illinois.

Original contract amount: $496,641.83

Proposed change order: 30,000.00

Amended contract amount: $526,641.83

The police department requested that their parking lot across the street from District 2 be resurfaced. The parking lot is located on 10th Street.

Final cost will be determined by final quantities measured in the field based on existing unit prices. The funding source is Sales Tax/Police Department Operating Budget.

Alderman Frost, on behalf of the Finance and Personnel Committee, read in the resolution and placed it up for passage.

V. OFFICERS REPORTS

A. Alderman McNeely

Alderman McNeely reported Illinois Bank and Trust donated $20,000.00 to Lewis Lemon Elementary School.

Alderman McNeely extended her condolences to the family of Lloyd Robert Hawks. She mentioned Mr. Hawks was very dedicated to this community and he would be missed greatly.

B. Alderman Ervins

Alderman Ervins extended his heartfelt sympathies to Mayor McNamara on the passing of his father.

Alderman Ervins expressed his personal feelings regarding the protesters and the need for everyone to demonstrate love. He shared his concerns regarding the mental health of police officers, his desire for them to have routine psych evaluations and the lack of respect that was shown to him recently as an elected official.

Alderman McNeely thanked Alderman Ervins for his words and for sharing his heart.

C. Alderman Tuneberg

Alderman Tuneberg extended his condolences to the Gasparini family for the unexpected passing of Winnebago County Deputy Chief Don Gasparini, Jr. and he requested a Moment of Silence.

Mayor McNamara then conducted a Moment of Silence in honor of Deputy Chief Don Gasparini, Jr.

D. Alderman Frost

Alderman Frost expressed his heartfelt sympathies to the entire Gasparini family on the passing of Winnebago County Deputy Chief Don Gasparini, Jr. He mentioned Donnie was a public servant who was always happy and willing to help others. Alderman Frost shared Donnie would be sorely missed.

E. Alderman Chiarelli

Alderman Chiarelli extended his deepest condolences to the Gasparini family for the loss of Winnebago County Deputy Chief Don Gasparini, Jr. He shared Donnie was an incredible individual and public servant and his passing was a huge loss for this community.

VI. CLOSED SESSION

1. Motion to Convene into Closed Session in order to discuss Labor Negotiation Matters

Alderman Frost moved to convene into Closed Session in order to discuss labor negotiation matters, seconded by Alderman Durkee. MOTION PREVAILED with a roll call vote (Aldermen Thompson-Kelly and Hoffman were absent). The meeting convened into Closed Session at 8:04 p.m.

Mayor McNamara called the meeting back into Open Session at 8:32 p.m. and the following aldermen were present: Durkee, Logemann, Tuneberg, Frost, Hervey, Rose, Beach, Quinonez, Hanley, McNeely and Chiarelli (Alderman Ervins arrived at 8:33 p.m. and Aldermen Thompson-Kelly and Hoffman were absent).

RESULT: APPROVED [UNANIMOUS]

VII. ADJOURNMENT

1. Motion to Adjourn

Alderman Rose moved to adjourn the meeting, seconded by Alderman Durkee. MOTION PREVAILED with a unanimous roll call vote (Aldermen Thompson Kelly and Hoffman were absent). The meeting was adjourned at 8:34 p.m.
