Village of Rockton Administration Committee met Sept. 14.

Chairman Winters called the regular meeting of the Administration Committee to order at 5:32 pm. Members present: Mayor Adams, Arianne Honkamp, John Peterson and Dave Winters
Staff present: Dan Barber, Tricia Diduch & Deputy Chief Hollinger
Absent: Chief Dickson
Motion by Mrs. Honkamp, second by Mr. Peterson, to waive the reading of and approve the minutes of August 31, 2020. All ayes. Motion approved 3-0.
PUBLIC COMMENT
None.
THE MAYOR – DALE ADAMS
Mayor Adams advised the Committee that he sent letters to 12 different entities requesting letters of support for the ITEP Old River Road bike path project and that he has already received one back.
PUBLIC SAFETY & LEGAL – DAVE WINTERS, CHAIRMAN
None.
COMMUNITY DEVELOPMENT & BUDGET – JOHN PETERSON
Mr. Peterson inquired if the Village should have trick or treat hours this year for Halloween. Mr. Peterson stated that the Winnebago County Health Department is currently working on guidelines to follow. Deputy Chief Dickson stated that he would refer to the guidelines that the health department is requiring for any activities.
Mr. Peterson stated that the Village banned leaf burning back in April and that he wondered if leaf burning should also be banned this Fall (October/November) as well. Mr. Peterson said that he has been contacted by several residents regarding this. Mr. Peterson stated that he would like this item added to the Administration Committee and Village Board agendas for October 5, 2020 so this can be discussed further and voted on.
ADMINISTRATION – ARIANNE HONKAMP
Mrs. Honkamp stated that Ordinance 2020-16: An Ordinance of the Village of Rockton, Illinois Amending the Salary or Compensation of the Office of the Village President is up for approval at the Village Board meeting on September 15, 2020. Mrs. Honkamp said that the ordinance is eliminating IMRF benefits for the Village President. Mrs. Honkamp added that Ordinance 2020-17: An Ordinance of the Village of Rockton, Illinois Amending the Salary or Compensation of the Office of the Village Clerk is also up for approval. Mrs. Honkamp stated that the compensation for the Village Clerk will increase.50/hour each year. The Committee was okay with this.
Mrs. Honkamp also discussed Ordinance 2020-18: An Ordinance Adopting Local Coronavirus Urgent Remediation Emergency Support Program Financial Support Conditions and Certification for the Village of Rockton, Illinois and stated that this was up for approval at the Village Board meeting. Mayor Adams said that the Village has to pass an ordinance and submit a certification in order to receive funding due to the Covid-19 pandemic. The Committee was okay with this.
THE CHIEF– STEVE DICKSON
Deputy Chief Hollinger stated that there are three applicants for lateral entry for the police department. Deputy Chief Hollinger advised that they will be conducting interviews on October 13, 2020.
Deputy Chief Hollinger added that so far everything has been going well with directing traffic at the schools and that the police department has trained 15 staff members so far.
PLANNING & DEVELOPMENT ADMINISTRATOR – TRICIA DIDUCH
Ms. Diduch stated the drive-in movie went fairly smooth at the athletic fields. Ms. Diduch said that there were approximately 80 cars that attended and they were able to get $365 in donations for the event to help cover the cost of the equipment. Ms. Diduch said that she has reached out to Bonnie Gundry from First National Bank to see if they could have another movie night and show “Hocus Pocus”. Mr. Peterson added that the concession stand did well. Deputy Chief Hollinger advised that there were no police incidents reported at the event. Ms. Diduch commented that it was nice to have staff and elected officials at the event to help with everything.
