City of Carlyle Electric Committee and City Council met December 14

City of Carlyle Electric Committee and City Council met Dec. 14.

Here is the minutes provided by the committee and the council:

Call to Order/Roll Call

The meeting was called to order by Chairman Mike Jansen at 6 p.m. at Case Halstead Library located at 550 6th Street, Carlyle, IL 62231. Committee members present included Mike Jansen, Scott Diekemper, and Shannon Petrea. Others present included Don Perez, Kent Newkirk, John Hodapp, Dave Miller, Mayor Judy Smith, Andy Brackett, and Martha Reinkensmeyer.

Approval of Minutes

After reviewing the minutes from the April 9, 2020 meeting, Scott Diekemper made a motion to approve the minutes. Shannon Petrea seconded the motion. After a voice vote, all were found in favor.

Final Invoice – Engine #11 – IDS

Andy stated that the invoice for the remaining 10 percent owed on Engine #11 has been received. Scott Diekemper made a motion to recommend the final invoice from IDS for Engine #11 to Council for payment. Shannon Petrea seconded the motion. After a voice vote, all were found in favor.

Ordinance – Pole Sharing Agreement with Metro Communications

Metro Communications is laying fiber optic cable through town. They have tried to bore under Kaskaskia River, but keep hitting bedrock. They are asking to attach their cable to two City electric poles to cross the River. According to the agreement, the City will bill Metro Communications $100 per pole for a total of $200 per year. Scott Diekemper made a motion to send the pole sharing agreement with Metro Communications to Council. Shannon Petrea seconded the motion. After a voice vote, all were found in favor.

Discussion on Boiler and Heavy Machinery Insurance Policy

Andy stated that our current insurance provider for the boiler and heavy machinery is Cincinnati Insurance. The premium has been $37,000. However, due to several claims being filed in recent years, the premium will be increasing to $80,000. Dan Imming is looking into other options for the City, but Andy wanted the Committee to be aware that the premium will be greatly increasing. No motions were made.

Electric Fence Around 1st Street Substation

Dave stated that he would like to install an electrified varmint fence around the substation on 1st Street. He hopes that this will keep squirrels out of the substation and possibly prevent outages. The fence will sit on a pad and can be disassembled if repair work needs to be done on the substation. The Committee agreed that the fence would be a good idea and asked Dave to research it further. No motions were made.

There was no old business.

New Business

John Hodapp informed the Committee that as of January IMEA has had a rate increase of 23 percent on transmission fees. The rate increase will have to be passed on through the purchased power adjustment.

There were no any other comments.

Public Comments

There were no public comments.

Executive Session

The Committee did no enter executive session so there were no executive session items on which to vote.

Adjournment

With no further business to discuss, Shannon Petrea made a motion to adjourn. Scott Diekemper seconded the motion. Finding all in favor, the meeting was adjourned at 6:23 p.m.
