Village of Winnebago Liquor Commission met Sept. 1.

The Village of Winnebago Liquor Commission met Virtually via GotoMeeting at 6:30 p.m. Liquor Commissioner Franklin J. Eubank, Jr., was Village of Winnebago Office at 108 W. Main Street, Winnebago, IL, as it is required by statute that a member of the public body be physically present at the Village for a remote meeting. Present were the following: Village Liquor Commission Members Stan Maligranda, Jim O’Rourke, and Kelli Jeffers. Guests present were Village Liquor Commissioner Franklin J. Eubank, Jr., Vince Mangiaracina, Amber Pena, Kellie Symonds and Village Attorney Mary J. Gaziano
The meeting was called to order by Chairman Stan Maligranda at approximately 6:30 p.m.
CONFLICT OF INTEREST STATEMENT. Inquiry was made if anyone on the Commission had any conflict of interest in reference to being an owner of a liquor establishment, or any other interest in a liquor establishment. All replied in the negative.
APPROVAL OF AGENDA. No changes to the Agenda were requested so a motion for approval of the Agenda was made by Jim O’Rourke, seconded by Kelli Jeffers, and the motion carried unanimously.
APPROVAL OF MINUTES. The approval of the March 16, 2020, Minutes will be moved to the next meeting for approval consideration since the approval of same Minutes was inadvertently not listed on the Agenda for the instant meeting.
PUBLIC COMMENT. None, as no one signed up for the same.
INTEREST BY A.A.A.M.V., INC., d/b/a BAGO WINE & SLOTS TO APPLY FOR LIQUOR LICENSE
Vince Mangiaracina and Amber Pena indicated the above entity is interested in submitting a liquor license application for the above entity, and then obtainming a video gaming license. A rough draft application has been submitted, but is not in final form because the Village does not yet have a liquor license classification that would accommodate a restaurant type setting that does not serve a full meal. Vince and Amber described they would possibly like to partner on a rotating basis with some current establishments in the Village to serve pizza from one place, pasta from another, etc. Mention was made that when Kelly’s Café II applied for its liquor license, the food variety to be provided was classified as a full meal.
Discussion was then had about adding a liquor license classification that would allow onsite service of alcohol without the requirement of serving a full meal. Class A and Class B liquor license classifications currently require a full meal to be served. The Commission discussed that over the last couple of years the Commission has been wanting to revamp the Village’s liquor ordinance which was adopted in 1997 to get rid of antiquated provisions. Discussion was had as to how the liquor license classifications could be amended to accommodate on site sale and service of alcohol without service of a full meal. Kelli Jeffers made a motion for the Liquor Commission to recommend to the Village Board to amend the Village’s liquor ordinance to eliminate the requirement of service of a full meal, and to revise any necessary attendant language to accomplish the same. Jim O’Rourke seconded the motion and the motion carried unanimously via a roll call vote. The procedure was discussed that the matter would be put on the Agenda for the September 14, 2020 General Board Meeting, and if the Village Board approves the change in language, a revised application could be submitted by A.A.A.M.V. Inc., d/b/a Bago Wine & Slots, and then the matter of the application could be put on the Agenda of the Liquor Commission for approval recommendation to the Village Liquor Commissioner. Also, upon inquiry by the Village Attorney, Vince clarified that he is the sole officer and director of the above corporation.
VOLUNTARY TERMINATION OF VIDEO GAMING BY DAJA KENNEDY, LLC.
The Liquor Commission was informed that the new managing partner of DAJA Kennedy, LLC., d/b/a Kennedy’s on Benton has elected to no longer have video gaming at the restaurant premises. The video gaming machines are scheduled to be removed tomorrow and Kellie Symonds will pick up the video gaming license at that time for surrender to the Village.

There being no further new business or matters to discuss in Executive Session, Kelli Jeffers made a motion to adjourn, the same was seconded by Jim O’Rourke, and the meeting was adjourned at 7:08 p.m. via roll call vote.
