Village of Rockton Public Works Committee met Oct. 5.

Here is the minutes provided by the committee:

Chairman Fridly called the regular meeting of the Public Works Committee to order at 5:38 pm. Members present: Mayor Adams, Dan Barber, Scott Fridly and Cory Magnus,

Staff present: Arianne Honkamp, John Peterson and Dave Winters

Also present: Megan Gove & Gary Kovanda (Talcott Free Library)

Absent: Kevin Bunge, Jodi May and Don Self

Motion by Mr. Magnus, second by Mr. Fridly, to waive the reading of and approve the minutes of September 14, 2020. All ayes. Motion approved 2-0.

PUBLIC COMMENT

None.

VILLAGE ENGINEER – KEVIN BUNGE

Village Engineer Kevin Bunge was absent. A copy of his report is on file with the Village Clerk’s office.

MAYOR – DALE ADAMS

Mayor Adams stated that in the Administration Committee meeting they discussed looking into some improvements at Village Hall that would be reimbursable under the local CURES program. Mayor Adams recommended looking into handicap accessible touch pads for the entry into Village Hall along with touchless faucets/drinking fountains and auto flush toilets. Mr. Barber stated that he will look into pricing for the improvements. Mayor Adams added that the Village is also looking into purchasing facial masks with the Village logo on them. Mayor Adams said that the Administration Committee will have samples to look at before they decide what to purchase at the next meeting.

WATER, SEWER, & GARBAGE – SCOTT FRIDLY

Mr. Fridly stated that the digester project at the wastewater treatment plant came in over budget and that they are going to hold off until Spring and rebid the project. Mr. Barber advised the Committee that he is going to clean up the digester and get better pictures for when it goes out for bid.

Mr. Fridly discussed the water connection fees for the Talcott Free Library with the Committee. Mr. Fridly said that the library is connecting tomorrow and that the connection fee for a six inch pipe is $22,500 and the two inch meter is $1,376. Mr. Magnus stated that the connection fees should have been included in their construction bid documents. Mr. Fridly said that the Village has waived water connection fees in the past for other taxing bodies, but that they would still need to pay for the meter. Mr. Fridly stated that he will ask for a consensus at the Village Board meeting later in the evening to waive the water connection fees. The Committee was okay with this.

STREETS AND WALKS – CORY MAGNUS

Mr. Magnus stated that the low bid for the street patching project was from Stenstrom and that their bid came in at $8,654.95. Mr. Magnus said that the other bid from Rock Roads was $40,545. Mr. Magnus stated that this is up for approval at the Village Board meeting. The Committee was okay with the low bid from Stenstrom.

Mr. Magnus advised the Committee that the low bid for the 2020 MFT street patching project was from William Charles at a cost of $111,025.31 and that he will get a consensus for this at the Village Board meeting. The Committee was okay with this.

Mr. Magnus discussed the drainage issue at 101 W. Main with the Committee. Mr. Barber provided photos to the Committee of the drainage issue and stated that the owner of the building believes that the water drainage has eroded the foundation around her building and would like the Village to repair it.

Mr. Magnus said that this issue has nothing to do with the Village and that the owner needs to maintain her building and have proper drainage. Mr. Barber advised the Committee that the owner was referred to the state in reference to the sidewalk (since the state poured the sidewalk when they completed the Highway 75 project), but the state will not repair the sidewalk. Mr. Barber said that he wanted the Committee to be made aware of this and that he and Mr. Bunge are working on this to come up with a resolution.

BUILDINGS AND PARKS – JODI MAY

Mr. Fridly discussed the proposals for the furnace/air conditioner units at Village Hall. Mr. Fridly advised that the Village received three bids and that Brian Elmer Company was the low bid at a cost of $9,720. Mr. Barber stated that the Village had budgeted $17,000 for the repairs. Mr. Fridly stated that this is up for approval at the Village Board meeting later in the evening. The Committee was okay with this.

Mr. Fridly also discussed the outdoor movie night to be held on Friday, October 30th at the Rockton Athletic Fields. Mr. Winters stated that First National Bank may use their free movie from the Beloit International Film Fest (BIFF), but this hasn’t been confirmed. Mr. Winters said that if the bank doesn’t want to use their free movie that it would cost the Village $1,000 for the equipment. This is up for approval at the Village Board meeting as well. The Committee was okay with this.

PUBLIC WORKS – DAN BARBER

Mr. Barber provided the Committee with a copy of the Public Works monthly report.

PARKS & RECREATION DIRECTOR – DON SELF

None.

ANY OTHER BUSINESS ALLOWED BY LAW

Mr. Peterson inquired if there has been any discussion about the Christmas lights on the downtown businesses. Mr. Barber stated that last year the Village invested in better bulbs (LED) and that there shouldn’t be many lights that need replacement. Mr. Fridly advised that the Public Works Department will take a look at them.
