Village of Rockton Public Works Committee Met October 19

Village of Rockton Public Works Committee met Oct. 19.

Here is the minutes provided by the committee:

Chairman Fridly called the regular meeting of the Public Works Committee to order at 6:34 pm. Members present: Mayor Adams, Dan Barber, Kevin Bunge, Scott Fridly, Cory Magnus and Jodi May Staff present: Dave Winters

Absent: Don Self

Motion by Mr. Magnus, second by Ms. May, to waive the reading of and approve the minutes of October 5, 2020. All ayes. Motion approved 3-0.

PUBLIC COMMENT

None.

VILLAGE ENGINEER – KEVIN BUNGE

Village Engineer Kevin Bunge gave his report. A copy of his engineering status report is on file with the Village Clerk’s office.

Mr. Bunge discussed the drainage issue in the 100 block of N. Blackhawk Boulevard with the Committee. Mr. Barber stated that he can make a cut in the sidewalk to help with the drainage issue and that it should cost less than $500.

MAYOR – DALE ADAMS

Mayor Adams advised the Committee that Mr. Peterson received information in regards to a possible grant for the Village. Mayor Adams said that the National Association of Realtors (NAR) is offering to pay ten percent or up to $5,000 for parks, gardens or recreational paths. Mayor Adams said that this could possibly offset the cost a little bit for the Old River Road recreational path. Mr. Winters agreed that the Village should apply for the grant for the bike path.

WATER, SEWER, & GARBAGE – SCOTT FRIDLY

None.

STREETS AND WALKS – CORY MAGNUS

None.

BUILDINGS AND PARKS – JODI MAY

None.

PUBLIC WORKS – DAN BARBER

Mr. Barber stated that he was asked by Ms. Hughes, Village Collector, to address the outstanding charges for 624 N. Blackhawk Boulevard. Mr. Barber said that Scott Wallace still hasn’t paid the invoice for the water main repair at that location. Mr. Barber stated that Mr. Wallace spoke with the state and they were going to pay for it, but he hasn’t provided anything to the Village. Mayor Adams said that Attorney Szeto should send Mr. Wallace a letter in regards to this and advise him that he has 30 days to have the invoice paid.

Mr. Barber provided quotes to the Committee in reference to installing handicap accessible doors ($15,000) at Village Hall and touchless bathroom fixtures ($24,000). Mr. Barber said that if the Village decides to use the Local CURES Program funds for the projects that this needs to be deducted before the other funds go towards police department salaries. Mr. Winters stated that the money that is getting reimbursed from the federal government should go into reserves for the Village. Mayor Adams advised the Committee that there may be more funds coming later to the Village in addition to the $317,000 from the Local CURES Program.

Mr. Barber advised the Committee that he is working on the Hawick lift station and that he had to fabricate new spacers for the repair work.

Mr. Barber also wanted the Committee to be aware that one of the garage doors at the Public Works building pulled out of the wall. Mr. Barber said that the garage door must not have been installed on the headers correctly and that the bolts came out of the wall when they went to open it. Mr. Barber said that someone could have been seriously hurt and he is concerned about the other doors and if they were installed properly. Mr. Barber contacted Rockford Structures, who general contracted the building, and is getting them to come out and inspect/repair all of the other garage doors at the Public Works building.

PARKS & RECREATION DIRECTOR – DON SELF

Mr. Self was absent, but a copy of the Parks/Rec monthly report was provided to the Committee.

ANY OTHER BUSINESS ALLOWED BY LAW

Ms. May inquired about who is watering the downtown planters in the Village along Main Street. Ms. May said that they looked great for about two weeks and now they are an eyesore and it’s embarrassing. Mr. Fridly stated that he will talk to Mr. Self about this and see what needs to be done.
