City of Carlyle Finance Committee and City Council met Dec. 28.

Call to Order/Roll Call
The meeting was called to order by Chairman Don Perez at 6:30 p.m. at Case Halstead Library located at 550 6th Street, Carlyle, IL 62231. Committee members present included Don Perez, Kent Newkirk, and John Hodapp. Others present included Scott Diekemper, Mike Jansen, Shannon Petrea, Rita Jurgensmeyer, Chief Mark Pingsterhaus, Joe Behrman, Mayor Judy Smith, Andy Brackett, and Martha Reinkensmeyer.
Approval of Minutes
After reviewing the minutes from the December 21, 2020 meeting, Kent Newkirk made a motion to approve the minutes. John Hodapp seconded the motion. After a voice vote, all were found in favor.
Approval of Claims
After reviewing the claims, John Hodapp made a motion to approve them. Kent Newkirk seconded the motion. After a voice vote, all were found in favor.
Economic Support Payment Grant Agreement
Andy stated that this must be approved by Council before any money can be paid out to local businesses. The City is eligible for up to $85,000 in reimbursable costs from the State of Illinois. John Hodapp made a motion to send the Economic Support Payment Grant Agreement to Council. Kent Newkirk seconded the motion. After a voice vote, all were found in favor.
Small Business Economic Support Program
Andy stated that after the meeting on December 21st, he got clarification on three applications reviewed that day that raised questions. One business has been eliminated from receiving a payment because it did not meet the necessary requirements. Both Governor’s Run and Mioux Florist were able to provide the clarification needed to make them eligible to receive a payment. John Hodapp made a motion to send the applications for Governor’s Run and Mioux Florist to Council. Kent Newkirk seconded the motion. After a voice vote, all were found in favor.

The Committee did not enter executive session so there were no executive session items on which to vote.

With no further business to discuss, Kent Newkirk made a motion to adjourn. John Hodapp seconded the motion. Finding all in favor, the meeting was adjourned at 6:46 p.m.
