City of Carlyle Street and Alley Committee and City Council met Dec. 21.

Call to Order/Roll Call
The meeting was called to order by Chairman John Hodapp at 4:02 p.m. at Case Halstead Library located at 550 6th Street, Carlyle, IL 62231. Committee members present included John Hodapp (remotely via telephone), Logan Speiser and Scott Diekemper. Others present included Joe Behrman, Mayor Judy Smith, Don Perez, Shannon Petrea, Michael Jansen and Andy Brackett.
Approval of Minutes
After reviewing the minutes from the December 14, 2020 meeting, Logan Speiser made a motion to approve the minutes. Scott Diekemper seconded the motion. After a voice vote, all were found in favor.
Street Sweeper
Andy Brackett stated that the Street and Alley Department had test drove two different demo street sweeper units. The first option was a Tymco 435 on a 2021 Isuzu Chassis and the second option was a 2020 Elgin Pelican. Joe Behrman stated that after having all employees in the Street and Alley Department demo both units, it was determined that everyone preferred the Tymco option due to the improvements made on the machine from the previous model the City owned, the employees’ familiarity in operating and maintaining the machine, and the fact that it was a more affordable price. The City would also get a $4,250 discount on the Tymco because it was a demonstration unit. It currently only had. Scott made a motion to recommend going with the Tymco 435 Demo option and have Andy look into how we would pay for it. Logan seconded the motion. After a voice vote, all were found in favor.
Old Business
Andy stated that after the City Council meeting on 12/14 that he, Mayor Smith and Scott Diekemper met with Sunny Tut to discuss the concerns the City Council had discussed at the meeting. He stated that Sunny Tut was very receptive to all of the concerns and had plans to address all of them including putting a barrier around the ditch on the north end of the building, the dirt berm/landscaping that would be required as a barrier to the subdivision, and the Route 127 Entrance. Sunny cited issues with his engineer and reaffirmed his desire to get the entrance installed off of Route 127 as soon as possible.
Andy also stated that Byrne & Jones Construction had reached out to him to set up a meeting to discuss the Krebs Hill project. Mayor Smith, John Hodapp, Scott Rakers, Joe Behrman and Andy Brackett will all attend this meeting to see what can be done about the project.
New Business
Mayor Smith discussed the possibility of the City looking into pouring a sidewalk along the north side of Old State Road to the west edge of town. This was discussed as another reason why there was lack of residential development on the West side of town. Discussion was held about the possibility of the City putting this project in our near or short-term plans and what would need to be done to accomplish it.

With no further business to discuss, Logan Speiser made a motion to adjourn. Scott Diekemper seconded the motion. Finding all in favor, the meeting was adjourned at 4:35p.m.
