City of Carlyle City Council Met December 14

City of Carlyle City Council met Dec. 14.

Here is the minutes provided by the council:

The Carlyle City Council was called to order by Mayor Judy Smith, at 7:00 p.m. at Case Halstead Library, 550 6th Street, Carlyle, IL.

The meeting opened with the Pledge of Allegiance.

Aldermen present were Kent Newkirk, Shannon Petrea, Scott Diekemper, Don Perez, John Hodapp, Jeremy Weh, and Mike Jansen. Alderman Logan Speiser was absent.

City employees present were City Administrator Andy Brackett, Joe Behrman, Andy Wennerstrom, Dave Miller, Chief of Police Mark Pingsterhaus, City Treasurer Chad Holthaus, City Attorney Joe Heiligenstein, and City Clerk Rita Jurgensmeyer.

Others present were Todd Marver and Kelly Ross.

A motion was made by Alderman Kent Newkirk and was seconded by Alderman John Hodapp to approve the minutes from the November 23, 2020 regular meeting. The motion was unanimously approved by roll call vote. Aye: Kent Newkirk, Shannon Petrea, Scott Diekemper, Don Perez, John Hodapp, Jeremy Weh, and Mike Jansen. Nay: none.

Alderman Don Perez made a motion to approve the treasurer’s report. The motion was seconded by Alderman Scott Diekemper and was unanimously approved by roll call vote. Aye: Shannon Petrea, Scott Diekemper, Don Perez, John Hodapp, Jeremy Weh, Mike Jansen, and Kent Newkirk. Nay: none.

Alderman Don Perez made a motion to approve the payment of the claims against the City. The motion was seconded by Alderman John Hodapp and approved unanimously by roll call vote. Aye: Scott Diekemper, Don Perez, John Hodapp, Jeremy Weh, Mike Jansen, Kent Newkirk, and Shannon Petrea. Nay: none.

City Administrator Andy Brackett reported for the Library saying they are open for curbside only right now.

Joe Behrman reported that the Street Department will continue leaf vacuuming until January 1st.

Dave Miller reported that the Electric Department will be doing tree trimming down the alleys around the circuits and will be picking up the limbs.

Mayor Judy Smith reported that the small business economic support program applications are due this Friday, December 18th. City Hall will be closed Christmas Eve and Christmas Day.

City Administrator Andy Brackett explained that the FY21 tax levy had been reviewed and approved by the Finance Committee and City Council.

Alderman John Hodapp made a motion to approve the FY21 tax levy ordinance. The motion was seconded by Alderman Scott Diekemper and was unanimously approved by roll call vote. Aye: Don Perez, John Hodapp, Jeremy Weh, Mike Jansen, Kent Newkirk, Shannon Petrea, and Scott Diekemper. Nay: none.

City Administrator Andy Brackett informed the Council about a request from Metro Communications to use two poles by the bridge over the Kaskaskia River to get over the river. The Electric Department and City Attorney have reviewed the pole sharing agreement.

Alderman Don Perez made a motion to approve the pole sharing agreement with Metro Communications. The motion was seconded by Alderman Mike Jansen and was unanimously approved by roll call vote. Aye: John Hodapp, Jeremy Weh, Mike Jansen, Kent Newkirk, Shannon Petrea, Scott Diekemper, and Don Perez. Nay: none.

City Administrator explained numerous issues with Landis+Gyr regarding automatic water meters. They offered to provide SaaS hosting fees for 24 months at a value of $750 per month for a total of $18,000 and 50 water modules valued at $5,900 at no cost to facilitate the RMA process. This has been discussed at the Water and Sewer Committee meeting.

Alderman John Hodapp made a motion to accept compensation from Landis+Gyr for the additional operational hours spent on the automatic water meters. Alderman Jeremy Weh seconded the motion, and it was unanimously approved by roll call vote. Aye: Jeremy Weh, Mike Jansen, Kent Newkirk, Shannon Petrea, Scott Diekemper, Don Perez, and John Hodapp. Nay: none.

City Administrator Andy Brackett said the Electric Committee discussed the final invoice from IDS for Engine #11. He said per the terms of the agreement 50 percent had to paid upfront, 25 percent upon delivery, 15 percent upon substantial completion, and 10 percent upon completion.

Alderman Don Perez made a motion to approve the final payment of $116,306.70 to IDS for Engine #11. The motion was seconded by Alderman Scott Diekemper and it was approved unanimously. Aye: Mike Jansen, Kent Newkirk, Shannon Petrea, Scott Diekemper, Don Perez, John Hodapp, and Jeremy Weh. Nay: none.

City Administrator Andy Brackett led a discussion concerning Paragpur Travel Center/Route 127 entrance. The Travel Center should be opening Monday, December 21st. The entrance off 127 is not there yet. The engineer is currently working on it. The Street and Alley Committee discussed the entrance off 127 and a frontage road running parallel to 127. Illinois Department of Transportation will not allow that. IDOT requires that the new street must tie into another public street. Various layouts were discussed at Street and Alley Committee meetings. They also worked with the developer. The developer’s engineers are currently working on a new entrance. The TIF agreement hinges on the 127 entrance. Alderman Scott Diekemper asked if we were going to allow semis on Governors Run Drive. City Administrator Andy Brackett explained that as of right now that will be the only way for trucks to enter. The concern is that if semis are on the road it will tear up the road. Discussion was held between the Council and City Attorney Joe Heiligenstein concerning traffic on Governors Run Drive. Questions were raised on how to monitor trucks entering on Governors Run Drive. Concern was expressed about barriers and or berms being placed at the edge of the property. City Administrator Andy Brackett will be in contact with the developer and the engineers.

At 7:28 p.m. a motion to adjourn was made by Alderman Don Perez. The motion was seconded by Alderman Mike Jansen and was unanimously approved by roll call vote. Aye: Kent Newkirk, Shannon Petrea, Scott Diekemper, Don Perez, John Hodapp, Jeremy Weh, and Mike Jansen. Nay: none.
