Village of Rockton Administration Committee met November 2

Village of Rockton Administration Committee met Nov. 2.

Here is the minutes provided by the committee:

Chairman Winters called the regular meeting of the Administration Committee to order at 5:33 pm.  Members present: Mayor Adams, Arianne Honkamp, John Peterson and Dave Winters Staff present: Chief Dickson, Tricia Diduch and Scott Fridly 

Motion by Mr. Peterson, second by Mrs. Honkamp, to waive the reading of and approve the minutes of October 19, 2020. All ayes. Motion approved 3-0.  

PUBLIC COMMENT 

None. 

THE MAYOR – DALE ADAMS 

None. 

PUBLIC SAFETY & LEGAL – DAVE WINTERS, CHAIRMAN 

Mr. Winters discussed the Local CURES Program expenditures for Village Hall with the Committee. Mr. Winters stated that Mr. Barber received a quote for the restrooms and front door at Village Hall in the amount  of $38,750 from Rockford Structures. Mr. Winters said that until the Village comes to a resolution with  Rockford Structures in reference to the garage door issues at the Public Works building he doesn’t want to  have Rockford Structures complete any more projects for the Village. Mr. Fridly said that the Public Works  building is two years old and that there was only a one year warranty on the building, but that Mr. Barber is  still working on resolving the issue. Mr. Winters advised that they can talk about it more at the Village Board  meeting. Mr. Winters added that Mr. Barber was also checking into adding a door buzzer to the front door of  Village Hall for safety issues, but he needs to make sure that it’s compatible with the current security features.  Mr. Fridly stated that he has a hard time understanding the need for this.  

COMMUNITY DEVELOPMENT & BUDGET – JOHN PETERSON 

Motion by Mr. Peterson to approve the Village participating in the Keep Northern Illinois Beautiful (KNIB) Christmas Tree Recycling Program and making a $500 donation to KNIB, second by Mrs. Honkamp. Roll  call. All ayes. Motion approved 3-0. 

Mr. Peterson commented that the movie in the park on Friday, October 30th had a good turnout and that there were around 90-100 cars that participated in the event. Mr. Peterson said that the Village needs to send a thank you to First National Bank for helping with the event. Ms. Diduch stated that she would take care of this. 

ADMINISTRATION – ARIANNE HONKAMP 

None. 

THE CHIEF– STEVE DICKSON 

None. 

PLANNING & DEVELOPMENT ADMINISTRATOR – TRICIA DIDUCH 

Ms. Diduch updated the Committee in reference to the activities for the Rockton Christmas Walk and the modifications that are being made to make sure that this is a covid friendly event for everyone to attend. Ms. Diduch explained that the Rockton Christmas Walk Committee held a meeting and that they can’t come up with a safe way to still have a parade. Ms. Diduch said that they are considering having decorative displays in Settlers Park instead and that she is going to talk to Mr. Barber about running electricity in order to do this.  

Ms. Diduch also discussed outdoor seating for restaurants that are downtown. Ms. Diduch added that every restaurant can take advantage of this and that FIBS is currently utilizing outdoor seating. Ms. Diduch stated that she received a complaint from another business owner about parking because FIBS is using parking spots on front of their business to accommodate outdoor dining. Chief Dickson advised that he spoke with Theresa Mylin from FIBS and that they are starting to take down their outdoor seating area because there was some sort of damage to their equipment or barriers.  

EXECUTIVE SESSION

ANY OTHER BUSINESS ALLOWED BY LAW 

Mayor Adams advised the Committee that the Village typically buys 60” wreaths for the outside of Village  Hall from the Boy Scouts. Mayor Adams said that he was advised by the Boy Scouts earlier in the day that  they needed their payment today in order to place the order. Mayor Adams told them that the funds weren’t approved yet so the Village was unable to order from them. Mayor Adams asked for a consensus from the Committee to go and purchase two wreaths from Williams Tree Farm not to exceed $150. The Committee  was okay with this.

Motion by Mr. Peterson, second by Mrs. Honkamp to adjourn at 5:50 pm.
