City of Carlyle Finance Committee and City Council Met Feb. 8.

Here is the minutes provided by the council:

Call to Order/Roll Call

The meeting was called to order by Chairman Don Perez at 6 p.m. at Case Halstead Library located at 550 6th Street, Carlyle, IL 62231. Committee members present included Don Perez, John Hodapp, and Kent Newkirk. Others present included Paul Bicford, Shannon Petrea, Bruce Hilmes, Mike Jansen, Scott Diekemper (via Zoom), Mayor Judy Smith, Andy Brackett, and Martha Reinkensmeyer.

Approval of Minutes

After reviewing the minutes from the January 25, 2021 meeting, Kent Newkirk made a motion to approve the minutes. John Hodapp seconded the motion. After a voice vote, all were found in favor.

Approval of Claims

After reviewing the claims, John Hodapp made a motion to approve the claims. Kent Newkirk seconded the motion. After a voice vote, all were found in favor.

Reduction to Liquor License Fees for FY22

Andy stated that it would be a help to the small businesses in town if the Committee considered reducing the cost of liquor licenses for FY22. The money received from liquor licenses goes into the Corporate Fund and Corporate can absorb the cost this coming fiscal year. After reviewing the proposed price reductions, John Hodapp made a motion to recommend that Council completely waive liquor license fees for FY22 year for Classes A and B, but not C. Kent Newkirk seconded the motion. After a voice vote, all were found in favor.

Discussion on COVID-19 Ages 65+ Vaccination POD

John Hodapp made a motion to table this item as it was on the Council agenda. Kent Newkirk seconded the motion. After a voice vote, all were found in favor.

Waste Management Automated Garbage Collection Proposal

Paul Bicford did a presentation for the Committee on moving trash and recycling pickup towards automated versus manual. By switching to automated trash pickup, fewer trash trucks will travel down the alleys, trash service will be more efficient, and it is safer for Waste Management employees. Paul stated that Waste Management has trash and recycling cans that could be provided free to residents. By switching to these cans, a truck could drive through town with a robotic arm that would pick up the cans and dump the contents of the cans into the truck. A discussion was then held on whether to go out for RFP since the contract with Waste Management expires early in 2022. No motions were made.

The Committee did not enter executive session so there were no executive session items on which to vote.

Adjournment

With no further business to discuss, Kent Newkirk made a motion to adjourn. John Hodapp seconded the motion. Finding all in favor, the meeting was adjourned at 6:36 p.m.
