II. RESOLUTIONS

A. 2021-39-R - Award Acceptance and Grant Agreement for the 2020 Department of Commerce and Economic Opportunity (DCEO) Opportunity Zone Investment Program Grant in the amount of $1,905,000.00 for a public infrastructure project along Seminary Street and Gregory Street.

III. COMMITTEE REPORTS

A. 2021-53-CR - Intergovernmental Agreement by and between the County of Winnebago and the City of Rockford for the Emergency Rental Assistance Program.

Ald. Logemann asked if the information would be posted on the City's website. Director Parham responded yes, on both the City's website and Winnebago County's website. Ald. Hervey voiced her concern with the information being online. Director Parham explained that staff will be available for those who do not have internet access, have disabilities or any other barriers to accessing the application portal online. As part of the agreement, landlords will agree to accept payments in arrearage, as well as payments going forward as long as the applicants are able to recertify their income every three months. Landlords have the ability to initiate the process, however, tenants are required to participate and submit the required documentation. Director Meyer stated there was a provision added in the IGA, which clarified that internet service is considered a utility by

rule of the Treasury Department. Ald. Tuneberg asked if the amount was determined by population. Director Parham responded yes and the Treasury Department used the population to determine the grant amount.
