City of Carlyle Parks Committee and City Council Met Feb. 22.

Roll Call/Call to Order
The meeting was called to order by Scott Diekemper at 5:30 p.m. at Case Halstead Library. Committee members present included Scott Diekemper (via Zoom), Jeremy Weh, and John Hodapp. Others present included Kent Newkirk, Mike Jansen, Bruce Hilmes, Jeff Miller, Mayor Judy Smith (via Zoom), Andy Brackett, and Martha Reinkensmeyer.
Approval of Minutes
After reviewing the minutes from the June 11, 2020 meeting, John Hodapp made a motion to approve the minutes. Jeremy Weh seconded the motion. After a voice vote, al were found in favor.
Citizens’ for Carlyle Parks Comments
No representatives were present.
Spring 2021 Project Update
Andy stated that the Pool Committee is close to being able to present to Council. Planning Design Studio has completed Phase 1 of the Parks Master Plan. A town hall meeting will be held on March 4th via Zoom. Jeff Miller stated that the pool will be painted this spring. Concrete pads will be poured near the Frisbee golf stations. The floor of the new bathroom will be painted, along with the floor of the Fish Hatchery lodge and the bathroom at the Fish Hatchery. The steps on the trail at the park will be finished. Seep tile will be installed at the south diamond at the High School. Topsoil will be brought to Bruemmer Park to fill in the ball diamond that had been planned. Lines will be painted on the basketball court at West Tower Park.
Parks Partners Discussion
Andy stated that he usually sends out letters this time of year asking businesses in town to sponsor a team. However, he has concerns sending out those letters due to financial hardships businesses may be undergoing due to COVID. John Hodapp suggested adding a paragraph to the letter stating that the City understands if a business is unable to donate this year. John Hodapp then made a motion to proceed with requesting Parks Partners donations. Jeremy Weh seconded the motion. After a voice vote, all were found in favor.
Permission to Post and Advertise for Summer Hires
John Hodapp made a motion to enter executive session. Jeremy Weh seconded the motion. The Committee entered executive session at 5:37 p.m. After exiting executive session, John Hodapp made a motion to ask that Council approves posting for the pool manager position and part-time, temporary parks positions for 2021. Jeremy Weh seconded the motion. After a voice vote, all were found in favor.
Review Facility and Program Fees for 2021
Andy asked the Committee to consider raising the pool rates back to pre-COVID rates since the pool will be opening on Memorial Day this year. He also asked the Committee to consider raising the tournament field rentals from $75 per day to $100 per location per day. John Hodapp made a motion to accept the fees as presented. Jeremy Weh seconded the motion. After a voice vote, all were found in favor.

Scott stated that he was very impressed with the Christmas display in the park.

Enter Executive Session
John Hodapp made a motion to enter executive session at 5:37 p.m. Jeremy Weh seconded the motion. After a voice vote, all were found in favor.
Vote on Executive Session Item(s)
After exiting executive session, John Hodapp made a motion to send the proposed pay rates for the full-time and part-time employees to Council. Jeremy Weh seconded the motion. After a voice vote all were found in favor.

With no further business to discuss, John Hodapp made a motion to adjourn. Jeremy Weh seconded the motion. Finding all in favor, the meeting was adjourned at 5:57 p.m.
