II. RESOLUTIONS

A. Award of Bid: Demolition Group 17 to Northern Illinois Service Company, of Rockford, Illinois in the amount of $89,142.00 for the demolition of 719 3rd Avenue, 1427 8th Avenue, 2125 South 5th Street, 1516 17th Avenue, 222 Forest Avenue, 409 Reynolds Street, 1922 18th Avenue, 928 South 5th Street, 1020 41st Avenue, 1218 17th Avenue, and 3308 Auburn Street. The funding source is Community Development Block Grant (CDBG).

B. Award of RFP: Actuarial Services to Nyhart Company, of Deerfield, Illinois for a contract amount of $12,200.00 for year 1, $12,600.00 year 2, $13,000.00 year 3, $13,400.00 year 4, $13,800.00 year 5. The contract duration is one year with four (4) one-year extensions. The funding source is Finance Department Operating Budget.

C. Approval and Acceptance of Administration of Children and Families, Office of Head Start Annual Continuation of Early Head Start Child Care Partnership Grant for the period of 7/1/2021-6/30/2022. The total grant amount is $638,955.00 and will provide comprehensive school readiness and family engagement services to 34 low-income children and families in Winnebago County and serves children birth to three years of age.

Ald. Hervey questioned the number of children versus the funding. Director Parham explained that there was a cost increase per child as a result of COVID.

Award of Professional Services: Grant Consulting and Administrative Services to Ellen Burgeson and Associates, of Rockford, Illinois for an estimated annual contract amount of $75,000.00, based on hourly rates. The contract duration is One (1) year with an option to extend for two (2) one-year periods by mutual consent of both the City and the Consultant. The funding source is Sales Tax, Motor Fuel Tax (MFT), CIP General Fund, Water Replacement Improvement Account (WRIA) and various departmental operating budgets.

E. 2021-39-R - Award Acceptance and Grant Agreement for the 2020 Department of Commerce and Economic Opportunity (DCEO) Opportunity Zone Investment Program Grant in the amount of $1,905,000.00 for a public infrastructure project along Seminary Street and Gregory Street.

Tim Hinkens stated that this is the second largest grant of its kind in the State of Illinois. This is for the 20% local match of replacing the Seminary Street Bridge and more than 70% of the costs associated with 5,310 LF of high-risk water main replacement ($1,585,000) along Seminary Street and Gregory Street.

B. Approval of the Agreement between the City of Rockford and ComEd for US Business 20 (West State Street) from Day Avenue to Independence Avenue outlining the City's desire to relocate ComEd facilities off the right-of-way and underground. The Legal Director shall prepare the appropriate ordinance.

Ald. Hervey voiced concern with the placement of the wires in neighborhoods. Tim Hinkens stated that the reason for relocating into the alleys is due to the cost. Mr. Hinkens stated within the LGC Rider, ComEd has the right to dictate the alignment, which is the cheaper alignment outside of the right-of-way. ComEd is responsible for burying a certain amount of utilities every year in the right-of way, however, they have the option to charge rate payers on their own. Ald. Durkee talked about using the LGC Rider in prone areas for downed power lines.
