City of Carlyle Parks Committee and City Council Met March 22.

Here is the minutes provided by the committee and council:

Call to Order/Roll Call

The meeting was called to order by Bruce Hilmes on Monday, March 22, 2021 at 5:46 p.m. at Case Halstead Library located at 550 6th Street, Carlyle, IL 62231. Committee members present included Bruce Hilmes and John Hodapp. Chairman Scott Diekemper was absent. Others present included Jeff Miller, Shannon Petrea, Mayor Judy Smith, Andy Brackett, and Martha Reinkensmeyer.

Approval of Minutes

After reviewing the minutes, John Hodapp made a motion to approve the minutes. Bruce Hilmes seconded the motion. After a voice vote, all were found in favor.

Citizens for Carlyle Parks Comments

Shannon Petrea stated that the organization would like to make a purchase for the Parks Department soon. Andy stated that he will create a wish list from which they can choose for their purchase.

Concrete Sidewalk at High School Fields

Andy stated that a couple of years ago an ADA complaint was received between the north and south ball diamonds at Carlyle High School. At the time, there was a verbal discussion between the school and the City about installing a sidewalk. During this discussion, it was determined that the school would provide the concrete and the City would provide the labor. It is now getting close to the deadline stated in the complaint for the sidewalk to be built. Andy stated that Street and Alley will assist the Parks Department with installing the six-foot wide and four inches deep sidewalk. John Hodapp made a motion to allow the City to provide the labor to install the sidewalk. Bruce Hilmes seconded the motion. After a voice vote, all were found in favor.

2021 Parks Department Part-Time, Temporary Summer Hires

John Hodapp made a motion to enter executive session. Bruce Hilmes seconded the motion. The Committee entered executive session at 6 p.m.

Old Business

John Hodapp questioned if it was possible to get some blacktop from the upcoming resurfacing of US Highway 50 to create a walking trail at Maple Hill Park.

New Business

There was no new business.

Any Other Comments

There were no any other comments.

Public Comments

There were no public comments.

Vote on Executive Session Items

John Hodapp made a motion to change the beginning wage for part-time, temporary summer hires to $11 per hour. Bruce Hilmes seconded the motion. After a voice vote, all were found in favor.

John Hodapp made a motion to recommend that Council hire Ricky Huge as rec supervisor and pool manager for a stipend of $8,000.00. After a voice vote, all were found in favor.

Bruce Hilmes seconded the motion. John Hodapp made a motion to recommend the applicants listed on the next page for part-time, temporary summer hire at the listed pay rates. Bruce Hilmes seconded the motion.

Adjournment

With no further business to discuss, John Hodapp made a motion to adjourn. Bruce Hilmes seconded the motion. Finding all in favor, the meeting was adjourned at 6:16 p.m.
