City of Carlyle Finance Committee Met March 22.

Roll Call/Call to Order
The meeting was called to order by Chairman Don Perez at 6:45 p.m. at Case Halstead Library located at 550 6th Street, Carlyle, IL 62231. Committee members present included Don Perez, John Hodapp, and Kent Newkirk. Others present included Paul Bickford from Waste Management, Chief Mark Pingsterhaus, Brandon Pieron, Mike Meskil, Dave Miller, Joe Behrman, Scott Rakers, Shannon Petrea, Mike Jansen, Bruce Hilmes, Mayor Judy Smith, Andy Brackett, and Martha Reinkensmeyer.
Approval of Minutes
After reviewing the minutes from the March 8, 2021 meeting, Kent Newkirk made a motion to approve the minutes. John Hodapp seconded the motion. After a voice vote, all were found in favor.
Approval of Claims
After reviewing the claims, John Hodapp made a motion to approve the claims. Kent Newkirk seconded the motion. After a voice vote, all were found in favor.
Waste Management – 3 Year Renewal Proposal
After reviewing the three-year renewal proposal from Waste Management, Kent Newkirk made a motion to send it to Council. John Hodapp seconded the motion. After a voice vote, all were found in favor. A discussion was held on the best way to educate the public on the upcoming changes to trash and recycling. See below for the renewal proposal.

Value Added Services
Waste Management will continue to provide complimentary commercial service to City-owned facilities
Waste Management will not continue to charge residents who currently rent a trash cart container
Waste Management will provide residents with one additional 64-gallon trash cart should the household generate enough trash to exceed 64 gallons per week
Waste Management will continue to provide complimentary roll off boxes to the City of Carlyle to be used for city-wide events. The City currently receives four roll off containers per year, and going forward WM would provide a total of six per year
Old Business
Andy stated that he is ready to start meeting with Committees to go over the FY22 budget.
