City of Carlyle Employee Concerns Committee Met April 5.

Roll Call/Call to Order

The meeting was called to order by Chairman Shannon Petrea at 4 p.m. at Case Halstead Library located at 550 6th Street, Carlyle, IL. Committee members present included Shannon Petrea and Kent Newkirk. Scott Diekemper was absent. Others present included Andy Wennerstrom, Joe Behrman, Brandon Pieron, Andy Brackett, and Martha Reinkensmeyer.

Approval of Minutes

After reviewing the minutes from the March 15, 2021 meeting, Kent Newkirk made a motion to approve the minutes. Shannon Petrea seconded the motion. After a voice vote, all were found in favor.

Post for Water Tech/Relief Operator

Andy Brackett stated that since Brandon Pieron has moved to Water Distribution Foreman, his former position will need to be filled. He is hoping that Council will approve posting the position on April 12th so that he can post it as of April 13th. It will be posted until April 26th. Interviews will be conducted the beginning of May and the candidate will be approved by Council on May 10th. Kent Newkirk made a motion to recommend that Council post for the Water/Tech Relief Operator position. Shannon Petrea seconded the motion. After a voice vote, all were found in favor.

Post for Water/Sewer Maintenance Worker II Position

Andy Brackett stated that since Mike Meskil has moved to Street and Alley Foreman, his former position will need to be filled. He is hoping that Council will approve posting the position on April 12th so that he can post it as of April 13th. It will be posted until April 26th. Interviews will be conducted the beginning of May and the candidate will be approved by Council on May 10th. Kent Newkirk made a motion to recommend that Council post for the Water/Tech Relief Operator position. Shannon Petrea seconded the motion. After a voice vote, all were found in favor.

Post for Part-Time, Temporary Summer Position – Water/Sewer

Andy Wennerstrom stated there is a lot of routine maintenance, including painting and general upkeep, that needs to be done at the plant. In the past, part-time summer help has been hired to do this work. The position would pay $11 per hour and would approximately 30 hours per week. Kent Newkirk made a motion to recommend that Council post for a part-time, temporary summer position for Water and Sewer. Shannon Petrea seconded the motion. After a voice vote, all were found in favor.

SecureFit Applicant Assessment

Andy stated that the City’s risk management insurance recently made his aware of an assessment tool that can be used when hiring new employees. It can deduce whether applicants will be high risk on absenteeism or have attitude or ability issues. It will cost $50 for the City to sign up, but the City’s risk management insurance will pay for each test conducted. Kent Newkirk made a motion to set up SecureFit for external hires. Shannon Petrea seconded the motion. After a voice vote, all were found in favor.

The Committee did not enter executive session so there were no executive session items on which to vote.

Adjournment

With no further business to discuss, Kent Newkirk made a motion to adjourn. Shannon Petrea seconded the motion. Finding all in favor, the meeting was adjourned at 4:16 p.m.
