II. PUBLIC HEARING

A. Public Hearing - 2021 Budget and Appropriation Ordinance

Mayor McNamara called upon Alderman Frost to conduct the Public Hearing for the 2021 Budget and Appropriation Ordinance.

Alderman Frost called the Public Hearing to order at 7:33 p.m. pursuant to 65 Illinois Compiled Statues 5/8-2-9 (2006), a Public Hearing must be conducted by the City Council prior to the adoption of an Appropriation Ordinance. Notice of this hearing was given by publication in the Rockford Register Star on March 8, 2021. That notice informed citizens of Rockford that a copy of the proposed Budget and Appropriation Ordinance could be reviewed in the Finance

Department, Third Floor, City Hall Building, 425 E. State Street, Rockford, Illinois from 8:00 a.m. to 5:00 p.m. weekdays. The proposed Budget was also available online on the city's website.

Alderman Frost asked for questions or comments from the council members and the general public with regard to the proposed 2021 Budget and Appropriation Ordinance. Hearing none, the Public Hearing was adjourned at 7:34 p.m.

The meeting returned to regular business at 7:35 p.m.

III. INFORMATION ONLY

A. Change Order: Rockford Police Department Shepherd Trail Facility to Rockford Structures Construction Company, of Machesney Park, Illinois.

Original amount:                               $5,999,999.00

Previous change order amount:         $ 246,729.00

Current change order amount:             $ 98,463.23

Amended contract amount:              $6,345,191.23

During renovation unforeseen issues were encountered and additional costs were accrued to correct crucial components, including but not limited to additional asbestos removal, replacement of rotted roof beam supports, adding water service and fire service lines, service line replacement to the building, indoor sprinkler line repair, replacement of 2 existing compressors for the fire suppression system, and make-up air system for vehicle storage area (et al). The funding source is $8M Bond Proceeds.

RESULT: DISCUSSED

IV. RESOLUTIONS

A. Award of Bid: East State Street and New Towne Drive Pedestrian Signals to N TRAK Group, of Loves Park, Illinois in the amount of $479,505.26. The contract is estimated to be completed October 15, 2021. The funding source is Sales Tax.

The total contract is estimated at $61,000.00. The contract duration is one (1) year from date of award with four (4) possible one-year extension options. Annual Price adjustments for CPI considered at contract renewal only. The funding source is Water Fund and Fire Division Operating Budgets.

The funding source is Street Division & Water Fund Operating Budgets.

D. Award of Professional Services: Water Loss Control Program 2021 to M.E. Simpson Co., Inc., of Valparaiso, Indiana in the amount of $63,450.00. The contract duration is 12 months. The funding source is Water Fund Operating Budget.

Ald. Hervey asked if there had been an improvement with the water loss program. Jamie Rott stated there had been a drop in the water loss since starting the program. Ms. Rott stated she would provide the aldermen with the percentage.

E. Award of Joint Purchasing Contract: Purchase of Police Vehicle to Currie Motors Fleet, of Forest Park, Illinois in the amount of $34,772.00. The funding source is Private Fundraising.

Ald. Hervey asked if it would be better to use the money to buy more K-9's. Ald. Frost explained that the intent of the fund raiser was to raise money for the police vehicle.

F. Acceptance of State of Illinois, Department of Commerce and Economic Opportunity Grant Award for the Police Department in the amount of $400,000.00. The purpose of this grant is to assist with the completion of the Police Department's Shepherd Trail Facility's weapons firing range.

Ald. Hervey asked about sharing the firing range with the County. Assistant Deputy Chief Berke stated that there could possibly be some scheduling conflicts with the County.

G. Approval of the application for Bloomberg Asphalt Art Initiative Grant for public art and traffic safety interventions. This grant is a competitive grant and the maximum amount is $25,000.00. The Rockford Arts Council would be the co applicant. The estimated project amount is $31,000.00, of which the City's responsibility is estimated to be $6,000.00. The funding source is Traffic Operation Budget.

Ald. Hervey questioned the funding source. Director Saunders stated the City's portion would come from the traffic operating budget.

B. Approval of Voluntary Employee Beneficiary Association (VEBA) Plan for IAFF members. This is an employee funded retirement health care supplement that is a pass through service by the City of Rockford. The Legal Director shall prepare the appropriate ordinance.

Ald. Hervey asked if the Voluntary Employee Beneficiary was limited to the IAFF. Chief Bergsten stated it was limited to the sworn members of the fire department.
