Public Participation
1. Reverend Earl Dotson, Sr., of Rockford, Illinois recited scripture and shared his feelings about the African American community and the disadvantages that have plagued them.
2. Elmo Dowd, of Rockford, Illinois spoke about the Awaken Foundation and the opportunities that would be provided to youth of the community in Rockford.
3. Kathy Ullrich, of Rockford, Illinois spoke in support of the Culinary School presented by Awaken Foundation and urged council members to approve the funding for the project. Ms. Ullrich also commended Jurea for her commitment to the project.
4. John Tac Brantley, of Rockford, Illinois recited scripture and shared his feelings COVID-19, systemic racism, the opioid epidemic and side effects from the corona virus vaccine.
5. Dorothy Redd, of Rockford, Illinois stated she worked for the Rockford Public Schools for over 33 years and knows the struggles youth experience in their daily lives. Ms. Redd commended Jurea Crudup for her hard work for the program and encouraged council members to support it.
II. RESOLUTIONS
A. 2021-116-R - Approval of the amendment to Grant Number FCSZH00191 - Homeless Prevention. The amendment to the original grant (Eff. date 7/01/2020) will add $680,792.00 to the grant for a grant total of $1,024,011. The granting agency is the Illinois Department of Human Services.
Ald. Logemann asked if the grant was similar to the U.S. Treasury grant awarded to Winnebago County. Director Parham responded yes, it is very similar. This grant will be going to specified communities that already had existing homeless prevention grants. This is the City's version of the rental assistance grant.
