A. Financial Discussion - May 2021
Director Hagerty stated all of the general fund revenue sources are outperforming estimated budgeted amounts. We are slightly under $6.5 million over budgeted revenues. Intergovernmental revenue is significantly over budget as a result of receiving $27,411,178 in American Relief Plan funding. We did receive the first disbursement of property taxes, which will be reflected in the report next month. The fire department is over budget due to overtime and some capital expenses that were not budgeted. Both CIP sales tax and motor fuel tax is over budget slightly under $1.0 million. The shortfall in the redevelopment fund continues to decline; 26% under budget for hotel/motel tax; the food and beverage tax is on budget.

Ald. Durkee requested information regarding past performance for PFM Asset Management. Director Hagerty explained that staff requested past performance for similar portfolios to what the City would be able to invest, of the three vendors that were interviewed, PFM's performance was the highest. Director Hagerty stated that the NRN Financial Planning team explained that the City was missing potential revenue from investment earnings by not managing cash on hand. An RFP was issued late in 2019 but no contract was awarded due to staff turnover and COVID. In April, a second RFP was issued. The City received ten proposals and interviewed three vendors. Ald. Tuneberg expressed his support for the contract with PFM Asset Management.

Ald. Logemann asked what would be the next steps if a building was found to be unstable. Scott Capovilla, Land Use and Zoning Administrator stated we would have most of those buildings identified through our program. There would probably be a few buildings that would qualify for landmark status. This is for industrial buildings only.

Ald. Beach asked who would be responsible for determining if the contract is extended. City Administrator Cagnoni stated that the decision would be made by the Human Resources, Finance, and Legal Departments.

Ald. Logemann requested the number of street lights that have LED fixtures. Jeremy Carter, Traffic Engineer stated that this project would make most of the City-owned lights LED. City Administrator Cagnoni explained there are two sets of lights within the City of Rockford; there are lights that are owned and maintained by ComEd and then the street lights that are owned by the City of Rockford. The City entered into an agreement with ComEd stating they would upgrade all the street lights they own to LED. There are approximately 1,700 lights owned by the City of Rockford, which are currently being updated to LED. The LED lights will provide a significant savings in energy costs.
