2. John Tac Brantley, of Rockford, Illinois recited scripture and spoke about systemic racism and drug company lawsuits.

3. George Roach, of Rockford, Illinois was not present.

II. COMMITTEE REPORTS

1. 2021-173-CR - Approval and execution of the Intergovernmental Agreement for the Crisis Co-Response Team Program between the City of Rockford, City of Loves Park, County of Winnebago, and Rosecrance. The Legal Director shall prepare the appropriate ordinance.

A. 2021-165-R - Acceptance of the Illinois Department of Children & Family Services Youth Crisis Housing Advocacy grant from Illinois Department of Children & Family Services in the amount of $150,000. The grant does not require a cost match. The grant term is from 7/01/2021 to 6/30/2024.

Ald. Durkee questioned the administrative expenses. Director Parham explained that for LIHEAP expenses that are incurred, a number of other community organizations that process LIHEAP applications, also receive funds for the number of applications they process. Ald. Durkee requested the administrative expenses.
