A. Award of Bid: City Yards Fire Panel Notification System Expansion to Kelso Burnett Co., DBA Pro Com Systems, of Rockford, Illinois in the amount of $43,800. The funding source is Property Fund Operating Budget.
B. Award of Bid: Buckbee Street Roof Replacement to McDermaid Roofing & Insulating Co., of Rockford, Illinois in the amount of $106,828.00. The funding source is Property Fund Operating Budget.
C. Award of Bid: 325 South Madison Street Roof Replacement to HC Anderson Roofing Co., Inc., of Rockton, Illinois in the amount of $83,885.00. The funding source is East River TIF.
D. Award of Bid: Rockford ADA Repairs Package #3 to Miranda Concrete, of Rockford, Illinois in the amount of $45,344.25. The contract duration is through September 30. The funding source is Sales Tax.
E. Award of Joint Purchasing Contract Excavator and Trailer to West Side Tractor Sales, of Rockford, Illinois in the amount of $65,892.34 for a Mini Excavator and $23,171.36 for a Trailer for a total cost of $89,063.70. The funding source is Lease Funds/2021 Water Division Operating Budget.
F. Award of Non-Competitive Contract: Human Services Vehicles to Kunes GMC Cadillac, of Belvidere, Illinois in the amount of $88,362 for three (3) 2021 Jeep Compass vehicles. The funding source is Grant funding.
G. Award of Non-Competitive Contract: Kobus Pipe Puller 400 Series to Kobus Inc., of Galesburg, Michigan in the amount of $70,245.00 (includes all attachments and training). The funding source is Water Fund Operating Budget.
H. Change Order: Property Clean-Ups to Slabaugh & Son Builders LLC, of Caledonia, Illinois.

Staff recommends approval of the change order for the following reasons:
∙ An unforeseen court order for a large clean-up, above and beyond the typical scope
∙ A very high increase in illegal dumping on vacant properties/land and alley ways with little to no response from property owners,
∙ Most of the dumping cases would become health and safety issues if not cleaned up in a timely manner
∙ The dumping cases are requiring 1-2 additional trailers full of debris than an average clean-up.
The funding source is Construction Services Division Operating Budget.
I. Resolution to take Proposals: Municipal Internet Service Provider, funding source is Broadband Utility Revenues.
J. Award of Engineering Agreement: Downtown Streetscape Improvements (Main Street: Mulberry Street to Jefferson Street) to H.R. Green, Inc., of McHenry, Illinois in the amount of $29,805.28. The project is estimated to run from Fall 2021 to Spring 2022. The funding source is Sales Tax.
K. Approval of American Rescue Plan Implementation, Phase 1
L. Application, Award Acceptance, and Commitment of Local Funds for the 2021 Department of Commerce and Economic Opportunity (DCEO) Tourism Attractions Grant Program for exterior facade improvements to the Coronado Performing Arts Center (CPAC). The total project cost is estimated to be $1,090,632; $545,316 (or 50%) of which is proposed to come from the Tourism Attractions grant funds wit the estimated remainder, $545,316 (or 50%) to come from the Redevelopment Fund.

B. Approval of Agreement between the City of Rockford and ComEd for additional overhead pole relocations along the North Main Street (Edson Street Relocation).
C. Approval of Agreement between the City of Rockford and ComEd forutility pole relocations along Buckbee Creek (Engineering).
D. Fine Reduction Request for 3012 School Street. Staff recommends reducing the fine from $1,000 to $0.00. The owner of the property abated all outstanding violations by voluntarily demolishing the house in 2017.
E. Fine Reduction Request for 414 Willard Avenue. Staff recommends reducing the fine from $1,600 to $0.00. The property owner voluntarily demolished the property and abated all violations outside of the code hearing process.
