B. Change Order: West Side Sidewalk & ADA Repairs Package #1 2021 to N TRAK Group, of Loves Park, Illinois.
Original amount: $113,069.00
Amended amount: $ 50,775.50
Total amended amount: $163,844.50
Additional work was requested at the locations listed below. The following work includes tree root pruning, sidewalk removal and replacement.
2420 Sauber Avenue, 127 Oakley Avenue, 213 Soper Avenue, and 1800 Block of Chestnut Street.
III. RESOLUTIONS
A. Award of Bid: North East Sidewalk & ADA Repairs Package #4 to Campos Construction, of Rockford, Illinois in the amount of $88,866.75. The project is estimated to be completed by November 5, 2021. The funding source is Sales Tax.
B. Award of RFP: Rockford Police Outdoor Range to N-TRAK Group, of Loves Park, Illinois in the amount of $139,456.65. The funding source is Police Department Operating Budget.
C. Award of Non-Competitive Contract: Water Division Vehicle Purchase to Rock River Ford, of Rockford, Illinois in the amount of $53,687.88 for one (1) 2022 Ford Transit T-150 Cargo Van. The funding source is Water Fund Operating Budget.
D. Acceptance of HUD, Continuum of Care (COC) Planning Grant Award from the Department of Housing and Urban Development in the amount of $73,873.00. The grant does require a 25% cost match. The grant term is from December 1, 2021 to November 30, 2022.
IV. COMMITTEE REPORTS
A. Vouchers in the amount of $5,515,770.90
B. Intergovernmental Agreement between the City of Rockford and the Illinois Environmental Protection Agency to Establish a Long Term Household Hazardous Waste Collection Facility.
C. Purchase Agreement: Staff recommends approval of the sale of City-owned property (Barber Colman) with J. Jeffers & Co., LLC of Milwaukee, Wisconsin. The sale of the property is necessary to provide site control that will allow the private developer to invest in completed market studies, engineering, and architectural services of a comprehensive master redevelopment of the property.
D. Approval of the 2021 Property Tax Levy Ordinance prepared by the Finance Director and accepted in the amount of $55,623,392 for the levies in the Corporate, Police Protection, Police Pension, School Crossing Guards, Fire Protection, Fire Pension, Street and Bridge, Judgments, Tuberculosis Sanitarium, Public Library, Public Library Maintenance of Building, Illinois Municipal Retirement, Unemployment Compensation, Worker's Compensation, and Auditing Funds. The final City levy amount will be approximately $47,164,495.
E. Approval of the 2021 Property Tax Levy for Street and Bridge Purposes from .06% of the value as equalized or assessed by the Department of Revenue of all taxable property in the City of Rockford to .10% of the value, as equalized or assessed by the Department of Revenue of all taxable property in the City of Rockford.
F. Approval of 2021 Property Tax Abatements. For 2021, the debt service levy is $12,328,216 and will be abated in its entirety.
G. Approval of the 2022 Budget and Appropriation Ordinance
