Q2 Parolees Recap: Who was paroled in Winnebago County?

There were 125 offenders living in Winnebago County released on parole during the second quarter of 2021, according to Illinois Department of Corrections data obtained by Rockford Sun.

The data shows 119 men and six women were released in Winnebago County. The median age of the parolees was 37. The youngest parolee was a 20-year-old man sentenced for a crime involving one or more weapons in 2020, and the oldest was a 65-year-old man sentenced for a crime involving alcohol in 2013.

The offender incarcerated the longest was Charles A. Carroll. He was convicted of a sex crime in 2007 when he was 41 years old. He is now 56.

Under state law, paroled offenders are still in legal custody of the IDOC, meaning they can be taken back to a correctional center at any time if the state has probable cause or a warrant.

The table below gives a breakdown of how many offenders were paroled in the second quarter of 2021 in each Winnebago County municipality with at least one parolee in the quarter.
