City of Loves Park City Council met Nov. 15.

Here are the minutes provided by the council:

Mayor Gregory Jury called the meeting to order at 6:00 p.m.

Benjamin Danielson, Director of Chaplaincy Services at Mercyhealth, opened the meeting with an invocation, followed by the Pledge of Allegiance.

Present: Aldermen Dan Jacobson, John Pruitt, Jim Thompson, Mark Peterson, Robert Schlensker, Doug Allton, Nancy Warden, John Jacobson (via Zoom), Jim Puckett

Absent: Alderman A. Marie Holmes

Also Present: City Clerk Bob Burden

1. Approve Minutes 11/08/21

The Journal of Proceedings for the regular meeting of November 8, 2021 was approved as submitted by the city clerk on a motion by Alderman Schlensker. Second by Alderman Allton. Motion carried. 9 Ayes (Aldermen Dan Jacobson, Pruitt, Thompson, Peterson, Schlensker, Allton, Warden, John Jacobson, Puckett) 1 Absent (Alderman Holmes)

2. River Lane

Mayor Jury reported that the River Lane Reconstruction Project is nearing completion.

3. General Fund Bills

Alderman John Jacobson presented the General Fund and all other bills dated November 8, 2021 in the amount of $932,345.46, and moved that they be paid. Second by Alderman Peterson. Motion carried. 8 Ayes (Aldermen Dan Jacobson, Pruitt, Peterson, Schlensker, Allton, Warden, John Jacobson) 1 Abstain (Alderman Thompson) 1 Absent (Alderman Holmes)

4. Water Department Bills

Alderman John Jacobson presented the Water Department bills dated November 8, 2021 in the amount of $237,757.01, and moved that they be paid. Second by Alderman Peterson. Motion carried. 9 Ayes (Aldermen Dan Jacobson, Pruitt, Thompson, Peterson, Schlensker, Allton, Warden, John Jacobson) 1 Absent (Alderman Holmes)

5. Public Safety Report

Alderman Allton presented the Police Department Report dated November 15, 2021; presented the Fire Department Report dated November 15, 2021, to be placed on file.

6. Public Works Report

Alderman Schlensker presented the Street Department Report dated November 15, 2021; presented the Water Department Report for November 15, 2021, to be placed on file.

7. Finance and Administration Committee

Alderman John Jacobson of the Finance and Administration Committee presented the General Fund and all other bills dated November 15, 2021 in the amount of $432,902.59, for consideration at next week’s city council meeting; presented the minutes from the committee meeting held November 8, 2021, to be placed on file.

8. Public Works Committee

Alderman Schlensker of the Public Works Committee presented the Water Department list of bills dated November 15, 2021 in the amount of $239,923.97, for consideration at next week’s city council meeting; presented the minutes from the committee meeting held November 8, 2021, to be placed on file.

9. Public Safety Committee

Alderman Allton of the Public Safety Committee presented the minutes from the committee meeting held June 7, 2021, to be placed on file.

10. Police Department To Purchase 5 Vehicles

Alderman Allton presented the following resolution and moved for its adoption: RESOLVED, that by the adoption of this Resolution, that the Chief of Police is authorized to purchase three 2022 Ford Police Interceptor Utilities, one 2022 Ford Escape, and one 2022 Ford Edge from Rock River Ford, 224 N. Alpine Road, Rockford, IL 61107, with the total purchase cost being below State of Illinois contract pricing. The total cost of the 5 vehicles is $160,241.00, and shall be paid from Account No. 01-13-9100 (Squad Cars). Further, be it resolved, that the cost for these purchases is authorized by a 36-month purchase/lease agreement with U.S. Bank, 1107 E. State Street, Rockford, IL 61104, at a cost of $56,248.10 annually for three years. The first payment shall be made after May 1, 2022 and spent from the FY 2022-2023 Appropriation Ordinance with payments to continue to the end of the said three-year contract. RESOLUTION NO. 21-107

11. Supporting the Expansion Of The Chicago Rockford International Airport

Alderman John Jacobson presented the following resolution of the City of Loves Park, Winnebago and Boone Counties, Illinois supporting the expansion of the Chicago Rockford International Airport. WHEREAS, the Greater Rockford Airport Authority has announced plans to expand and enhance the facilities at the Chicago Rockford International Airport (“RFD”) and WHEREAS, RFD is one of the largest economic engines for the Rock River Valley and Northern Illinois.

• Home to over 70 businesses/tenants.

• Currently supporting more than 8,000 skilled jobs in aviation, transportation, logistics, and construction.

WHEREAS, RFD and its partners create billions of dollars in economic impact to the region’s economy on an annual basis and that economic impact will continue to add exponentially with new and future projects, (such as the current $50 million air cargo expansion which is 65% complete) to the region’s economic vitality; and WHEREAS, in the past year, RFD and its partners have created over 1,000 new private industry jobs. These jobs represent irreplaceable contributions that directly impact family households and local businesses by billions of dollars each year; and WHEREAS, according to US Trade Numbers which tracks and reports different trade markets across the nation, approximately $2.1 billion in import/export products have traveled through RFD during the first three quarters 2021. This is all new business to RFD in the last 18 months; and WHEREAS, the construction of the new $50 million cargo expansion project:

• Has created hundreds of construction jobs.

• Has generated 200 of the 600 permanent new jobs anticipated at the airport.

• Continues to add to growth of the region’s strength in worldwide international cargo operations; and

WHEREAS, our region is uniquely positioned both geographically and with the make up of our workforce to benefit from growth in the aviation and logistics sectors; and

WHEREAS, the expansion of the Airport has already been shown to result in increased employment both directly through the Airport and in ancillary development; and

WHEREAS, the City of Loves Park therefore has a direct interest in supporting the opportunity for growth represented by the Airport expansion project which will have a positive effect for our citizens.

NOW THEREFORE BE IT RESOLVED by the Mayor and the City Council of the City of Loves Park, County of Winnebago and County of Boone, Illinois, that by the adoption of this resolution, that the Mayor and the City Council hereby agree as follows:

1. The above recitals are hereby incorporated into this Resolution as if fully stated herein.

2. The City of Loves Park supports and encourages the Greater Rockford Airport Authority in its expansion project for RFD for the benefit of all citizens of the region.

RESOLUTION NO. 21-108

13. ORD 4442-21 SUP For 5400 & 5312 N. Second Street

Alderman Pruitt presented for second reading an ordinance providing for a Special Use Permit to allow overflow parking and staging of fleet commercial vehicles for the properties known as 5400 and 5312 North Second Street, and moved for passage of the ordinance. Second by Alderman Warden. Motion carried. 9 Ayes (Aldermen Dan Jacobson, Pruitt, Thompson, Peterson, Schlensker, Allton, Warden, John Jacobson, Puckett) 1 Absent (Alderman Holmes)

Alderman Warden presented for first reading Agenda Items 1-2, from Ordinances First Reading.

15. 1st Reading Liquor License For 6500 N. Second Street

Alderman Warden presented for first reading an ordinance providing for a Class A Liquor License for Evie A, Inc. DBA Marty Gras Slots II at 6500 North Second Street, and moved to waive the reading of the ordinance as all aldermen have been provided copies. Second by Alderman Dan Jacobson. 16. 1st Reading Variance For 374 Trent Lane

Alderman Warden presented for first reading an ordinance providing for a Variance in curb cut for the property known as 374 Trent Lane, and moved to waive the reading of the ordinance as all aldermen have been provided copies. 17. Light Up The Parks Parade

Mayor Jury invited everyone to the “Light Up the Parks” parade to be held this Sunday, November 21, 2021, starting at Clifford and Elm Avenues at 5:00 p.m.

18. Adjourn

Alderman Schlensker moved that the meeting be adjourned. Second by Alderman Allton. Motion carried by voice vote. The meeting was adjourned at 6:12 p.m.
