B. Approval of an ordinance of the City of Rockford, Illinois, authorizing the City to Execute a Loan Agreement And Taxable General Obligation Promissory Note, Series 2018, Fourth Modification Agreement in the amount of $12,000,000.00 with Associated Bank, National Association. The Legal Director shall prepare the appropriate ordinance.

Ald. Beach asked if the City had drawn down on the line of credit. Director Hagerty responded there was a current balance of $1,341,352 as of February 3, all associated with RAVE, who is making monthly payments towards that balance. This is an extension of the line of credit currently in place; the extension authorizes the extension for another year. There is no cost to have the line of credit; staff recommends keeping the line of credit for cash flow purposes.

D. Approval of the Children's Home and Aid Sub Awardee Agreement #921633 (Restore, Reinvest, Renew (R3) Grant Award to provide a child development specialist and safe program therapist to provide therapeutic and child development services to clients of the Family Peace Center through the R3 Grant. The City of Rockford was approved to receive an additional designation of up to $520,790, which includes an additional $64,652 for a Child development specialist and safe program therapist. The Legal Director shall prepare the appropriate ordinance.

Approval of an Agreement with Winnebago County and 17th Judicial Circuit Courts for Placement of an Abuse in Later Life Advocate through the Enhanced Training and Services to End Abuse in Later Life Program Grant. Winnebago County agrees to pay Subcontractor for the advocacy services for a total amount not to exceed $64,440, mileage for travel in the amount of $1,495, and a Deputy Director to provide one hour per week of supervision in the amount of $2,406.80 over the term of the Agreement. This position is one hundred percent grant funded. The Legal Director shall prepare the appropriate ordinance.

Winnebago County agrees to pay Subcontractor for the project over a three (3) year period a total not to exceed $129,817.80. This position is one hundred percent grant funded. The Legal Director shall prepare the appropriate ordinance.

Ald. Tuneberg requested clarification. Director Parham stated that the concept of cultural competency and humility has to do with how medical providers interact with patients. This is for the cultural competency training for the providers. Ald. McNeely asked how the organizations were chosen. Director Parham explained that CURA Strategies completed a large scale community assessment in regards to organizations within zip codes 61101, 61102, and 61104. The Rockford Regional Health Council is a regional partner that works with the leadership from all of the healthcare institutions in our community. They are working to help recruit medical practitioners throughout our community to participate in events as well as identifying additional outreach coordinators and manage the coordinators with the planning of special events around increasing health literacy. The UIC College of Medicine's Office of Health Literacy is recruiting for the Health Focus Groups, which will be part of the assessment group as well.
