City of Loves Park City Council met April 4.

Mayor Gregory Jury called the meeting to order at 6:00 p.m.
Reverend Bobby Sheets of Riverside Community Church opened the meeting with an invocation, followed by the Pledge of Allegiance.

1. Approve Minutes 03/28/22
The Journal of Proceedings for the regular meeting of March 28, 2022 was approved as submitted by the city clerk on a motion by Alderman Allton. Second by Alderman Pruitt. 2. Great American Cleanup Day Proclamation
Mayor Jury presented a proclamation to Frank Manzullo of Keep Northern Illinois Beautiful, proclaiming Saturday, April 30, 2022, to be “Great American Cleanup Day” in the City of Loves Park.

Frank Manzullo thanked city council for supporting the proclamation.
4. Awards To Harlem Dance & Boy’s & Girl’s Bowling Teams
Mayor Jury presented awards to the Harlem Dance Team for winning the NIC 10 Championship 2021-2022; Girl’s Bowling Team for winning the Regional/Sectional Championship 2021-2022, the Harlem Boy’s Bowling Team, for winning Regional/Sectional and 2nd Place in the State Championship 2021-2022.
5. SEP/Screw City Duathlon Request
Received a Special Event Permit application for the Screw City Duathlon – Rock River Multisport, to hold a run on Sunday, July 24, 2022 on a portion of Loves Park streets, from 6:00 a.m. to 11:00 a.m. Referred to Alderman Thompson of the Codes and Regulations Committee.
6. SEP/Screw City Duathlon Approved
Alderman Thompson moved to approve a Special Event Permit application for the Screw City Duathlon – Rock River Multisport, to hold a Run/Bike event on Sunday, July 24, 2022 on a portion of Loves Park streets, from 6:00 a.m. to 11:00 a.m. Second by Alderman Dan Jacobson. Motion carried by voice vote.
7. SEP/Rockford Speedway Music Festival Request
Received a Special Event Permit application from Frank Alvarez for a music festival for 1200 attendees at the Rockford Speedway, to be held May 29, 2022 from 3:00 p.m. to 11:00 p.m. Referred to Alderman Thompson of the Codes and Regulations Committee.

Alderman John Jacobson presented the General Fund and all other bills dated March 28, 2022, in the amount of $203,281.20, and moved that they be paid. Second by Alderman Peterson. Alderman John Jacobson presented the Street Department Report dated March 28, 2022; presented the Water Department Report for March 28, 2022, to be placed on file.
12. Finance Committee
Alderman John Jacobson of the Finance and Administration Committee presented the General Fund and all other bills dated April 4, 2022, in the amount of $150,854.61, for consideration at next week’s city council meeting; presented the minutes from the committee meeting held March 28, 2022, to be placed on file.
13. Public Works Committee
Alderman John Jacobson of the Public Works Committee presented the Water Department list of bills dated April 4, 2022, in the amount of $23,650.02, for consideration at next week’s city council meeting.
14. Codes & Regulations
Alderman Thompson of the Codes and Regulations Committee announced that a committee meeting will be held on Monday, April 11, 2022, at 6:15 p.m.
15. Community Development Committee
Alderman Pruitt of the Community Development Committee presented minutes from the committee meetings held February 28, 2022 and March 14, 2022; he also announced that the Zoning Board of Appeals meeting scheduled for April 21, 2022 has been canceled, due to lack of Agenda.
16. Street Department To Sign Contract With Arc Design Resources For Consulting Services For Riverside/Argyle Round-A-Bout
Alderman John Jacobson presented the following resolution and moved for its adoption: RESOLVED, that by the adoption of this Resolution, that the Street Department Manager is authorized to sign a contract with Arc Design Resources, Consulting Engineers, 5291 Zenith Parkway, Loves Park, IL 61111, for engineering for the construction of Riverside/Argyle Round-A-Bout. Total cost of the contract, shall not exceed fifty three thousand five hundred dollars ($53,500.00). Funds shall be drawn from Account No. 01-11-8047 (Engineering-Future Projects). Alderman John Jacobson presented the following resolution and moved for its adoption: RESOLVED, that by the adoption of this Resolution, that the Water Department Manager is authorized to hire N-Trak Group, 1523 Windsor Road, Loves Park, IL 61111, to install three master meter test pits at Wells 3, 4, and 6 for the cost of $28,500.00.
