Village of Rockton Public Works Committee met April 18.
Here are the minutes provided by the committee:
Chairman Fridly called the regular meeting of the Public Works Committee to order at 6:37 pm. Members present: Mayor Peterson, Dan Barber, Kevin Bunge, Scott Fridly, Arianne Honkamp, Tyler Seever and Don Self
Also present: Adam Bunge
Motion by Mrs. Honkamp, second by Mr. Seever, to waive the reading of and approve the minutes of April 4, 2022. All ayes. Motion approved 3-0.
PUBLIC COMMENT
None.
VILLAGE ENGINEER – KEVIN BUNGE
Village Engineer Kevin Bunge gave his report. A copy of the engineering status report is on file with the Village Clerk’s office.
MAYOR – JOHN PETERSON
Mayor Peterson stated that he spoke with Kevin Connelly, a resident of Rockton, in reference to faded street signs near his residence on Kocher Street. Mr. Barber advised that the Village uses MFT funds to replace the street signs and that he has $25,000 budgeted for this. Mr. Barber added that the Public Works Department is looking for the water shutoff valve in reference to Mr. Connelly’s driveway issue that he has discussed with the Village.
Mayor Peterson reminded the Committee about the special Village Board meeting that will be held on April 28th at 6 pm to discuss the budget.
WATER, SEWER, & GARBAGE – SCOTT FRIDLY
Mr. Fridly stated that they had a lengthy discussion in the Administration Committee meeting in reference to the American Rescue Plan Act (ARPA) funds. Mayor Peterson said that we need to read the specifics as to how the ARPA funds can be used. Mr. Fridly provided a handout to the Committee that outlined some of the water/sewer projects that qualify for the use of ARPA funds.
Mr. Fridly stated that the purchase requisition for LaBree Concrete for the removal and replacement of a portion of sidewalk on Deacon Drive in the amount of $2,350 is up for approval at the Village Board meeting on April 19, 2022. The Committee was okay with this.
STREETS AND WALKS – TYLER SEEVER
Mr. Seever discussed the special events application for the Bastian/Hollinger graduation party to be held on June 4th from 3-8 pm and stated that this is also up for approval at the Village Board meeting. The Committee was okay with this. Mayor Peterson advised the Committee that Ms. Diduch is almost done creating a much more simple application for events such as this.
Mr. Seever added that Ordinance 2022-3: An Ordinance Amending Chapter 75 of the Code of Ordinances of the Village of Rockton, Illinois Regarding Parking Schedules to Designate No Parking on Certain Portions of Kocher Street is up for approval at the Village Board meeting. The Committee was okay with this.
BUILDINGS AND PARKS – ARIANNE HONKAMP
Mrs. Honkamp stated the purchase requisition for Gates Electric for the purchase and installation of 2 Excell hand blowers at the Walt Williamson Pool bath house in the amount of $2,295 is up for approval at the Village Board meeting on April 19, 2022. Mr. Self said that Gates Electric will complete the work
in May, but it will get paid in the next fiscal year budget. Mayor Peterson advised that if the bill can be paid in this year’s budget that we should try and do that if we can.
Mrs. Honkamp said that the purchase requisition for Nason’s Landscaping to repair the washout damage at the Barkwood Dog Park fountain pad in the amount of $2,227 is also up for approval at the Village Board meeting. The Committee was okay with this.
PUBLIC WORKS – DAN BARBER
Mr. Barber provided handouts to the Committee in reference to the pool repairs and a schedule of when those repairs will be completed. Mr. Barber added that the Public Works Department is moving along pretty good with them.
Mr. Barber stated that he is working on the Public Works budget and he is about 99% complete, but that he is still waiting on a few numbers to plug in.
Mr. Barber added that the Village is now a registered training facility for CDL licenses for our employees only and that this was a big accomplishment for the Village.
Mr. Barber stated that he already spoke with someone from Springfield Electric in reference to having Level 2 electronic charging stations in the Village for electric cars. Mr. Barber said that he has already requested an appointment with someone from Energy Management Solutions as well, but that he needs to know where and how many charging stations the Village is interested in having.
Mr. Barber said that one of the Public Works vehicles (2015 GMC 2500) needed to be repaired at Finley GMC and that he will need a consensus at the Village Board meeting in the amount of $5,700. The Committee was okay with this.
Mr. Barber stated that he was approached by Beloit Cabinetry in reference to a lighting unit (Quasar 300) that could be used for things like special events. Mr. Barber said that he currently doesn’t have a use for one, but that Ms. Diduch may be interested. Mr. Fridly advised Mr. Barber to share the information with Ms. Diduch to see if this is something that she would like to look into further. Mr. Barber added that the light kit costs approximately $3,300.
PARKS & RECREATION DIRECTOR – DON SELF
Mr. Self stated that it’s high school baseball and soccer season and that the fields are ready to go at the athletic complex. Mr. Self added that the Rush football team starts this Saturday and that the Village is receiving $350/game for the use of the field so that should bring in around $3,000 this year.
Mr. Self said that he is getting more quotes for replacement doors for the bathrooms at Settlers Park. Mr. Self stated that he isn’t sure where the money is coming from to pay for this and inquired if the Rockton Lion’s Club may be willing to help out. Mr. Self said that the doors are needed for the Old
Settlers Days event, but that he can’t keep these bathrooms open year round due to never ending vandalism issues.
Mr. Self added that he was contacted by a gentleman that is doing work for ComEd and is replacing lights with LED lighting. Mr. Self advised that the only location we have ComEd in the Village is at the dog park.
Mr. Self stated that he has a meeting with the Winnebago County Health Department on Tuesday for the concession stands at the athletic fields so they will be up and ready soon.
