City of Rockford Planning & Development Committee met May 23.

Here is the agenda provided by the committee:

I. CALL TO ORDER

II. COMMITTEE REPORTS

1. Development Agreement and Lease with Think Big Corporation for a business development center, small business incubator, technical assistance and training and other similar business development services at 1311 N. Main Street.

2. Funding Agreement with African-American Resource Center at Booker (AARCB) for capital improvements in partnership with Winnebago County utilizing American Rescue Plan Act (ARPA) funds in the amount of $134,080.

3. Funding Agreement with Northwest Rockford Neighbors, Inc. to establish a crime reduction and violence prevention strategy through youth programming utilizing American Rescue Plan Act (ARPA) funds in the amount of $50,000.

4. Funding Agreement with Community Life Center of Rockford to establish a crime reduction and violence prevention strategy through community and youth programming utilizing American Rescue Plan Act (ARPA) funds for $50,000.

5. Funding Agreement with Rockford Area Convention & Visitors Bureau (RACVB) for the years 2023-2028 and the continued lease of 102 N. Main Street for an additional six years. The funding source is seventy percent (70%) of the five percent (5%) Municipal Hotel Operators Occupation Tax (HMT). The base rent will be an annual fee of $85,382.88.

III. RESOLUTIONS

1. Community Relations Commission recommends approval of the $50,000 Rockford REGROW Grant Awards to the following applicants:

A. Comprehensive Community Solutions - Alpha Project

B. 815ALIVE, INC, 815Alive Toolbox/815 Alive - Renegade Football Team

C. New Genres Art Space, Fair Grounds Boys & Girls Club - Digital Fairgrounds: An Innovative Art & Technology After School Program

2. Community Relations Commission recommends approval of the $150,000 Rockford REGROW Grant Award to Youth Education and Equity Center.

3. Proposal to amend the City of Rockford's 2020 Comprehensive Plan to include the Auburn Street Corridor Study.
