A. Vouchers in the amount of $7,861,267.04.

B. Approval of Property Donation of 1311 North Main Street to the City of Rockford. Joseph James Partners, LLC has offered to donate the property located at 1311 North Main Street (PINs: 11-14-430-035 & 11-14-430-034) to the City of Rockford. The City's intended use of the property would be to lease to the non profit organization "Think Big" as a minority and women-owned small business development center.

IV. RESOLUTIONS

A. Award of Architectural Service Agreement: 1311 North Main Street to Joseph W. Anderson, Architect, of Rockford, Illinois in the amount of $67,900. The contract duration for Design Construction is 2022-2023. The funding source is American Rescue Plan (ARP) Funds.

B. Award of Bid: Summer Food Program to Community Kitchen, of Rockford, Illinois in the amount of $541,500. The contract duration is one (1) year with three (3) one-year extensions. The funding source is United States Department of Agriculture grant funds through the Illinois State Board of Education.

C. Award of Bid: City-Wide Street Repairs Group No. 3 - 2022 (Residential) to Rock Road Companies, of Janesville, Wisconsin in the amount of $1,949,947.84. The project is estimated to be completed by September 30, 2022. The funding source is 1% Infrastructure Sales Tax.

D. Award of Bid: City-Wide Street Repairs Group No. 4 - 2022 (Concrete) to TCI Concrete, of Rockford, Illinois in the amount of $2,444,544.21. The project is estimated to be completed by September 30, 2022. The funding source is 1% Infrastructure Sales Tax.

E. Award of Bid: City-Wide Sidewalk Repairs 2022 Package #2 to Norwest Construction, of South Beloit, Illinois in the amount of $315,414.10. The project is estimated to be completed by August 31, 2022. The funding source is 1% Infrastructure Sales Tax.

F. Award of Bid: City-Wide Street Repairs Group No. 2 - 2022 (Alleys) to Norwest Construction, of South Beloit, Illinois in the amount of $393,338.60. The project is estimated to be completed by September 2, 2022. The funding source is 1% Infrastructure Sales Tax.

G. Award of Bid: City-Wide Bridge Preservation 2022 to M & M Concrete, of Stockton, Illinois in the amount of $116,412.80. The project is estimated to be completed by July 29, 2022. The funding source is Motor Fuel Tax.

H. Award of Bid: North Highland Avenue & Jackson Street Water Main Replacement to N-TRAK Group, of Loves Park, Illinois in the amount of $1,298,437.21. The project is estimated to be completed by September 30, 2022. The funding source is 1% Infrastructure Sales Tax (23%) and Water Replacement Improvement Account (WRIA) (77%).

I. Approval of Acceptance of Winnebago County Mental Health Tax Grant Award to the Rockford Fire Department in the amount of $2,005,136.28. The grant will be used to fund a mobile integrated behavioral health program.

J. Award of Non-Competitive Contract: Emergency Medical Dispatch Software to Priority Dispatch Corp., of Salt Lake City, Utah in the amount of $590,835. The funding source is Winnebago County Mental Health Board Grant.

K. Award of Non-Competitive Contract: Gunshot Detection and License Plate Reader (LPR) Cameras to Flock Group, Inc., of Atlanta, Georgia for a contract amount of $294,900 - year 1, $260,000 year 2. The contract duration is two (2) years, following a six (6) month trial. The funding source is Police Department Operating Budget.

L. Award of Non-Competitive Contract: Police Portable Radios and Accessories to Motorola Inc., of Schaumburg, Illinois in the amount of $245,603 (Based on Unit Pricing). The funding source is Police Department Operating Budget and Edward Byrne Memorial Justice Assistance Grant (JAG) Program.
