City of Carlyle City Council met April 25.

Here are the minutes provided by the council:

The Carlyle City Council was called to order by Mayor Judy Smith, at 7:00 p.m. at the Case Halstead Library, 550 6th Street, Carlyle, IL.

The meeting opened with the Pledge of Allegiance.

Aldermen present were Tammy Peters, Shannon Petrea, Scott Diekemper, Don Perez, John Hodapp, Jeff Taylor, Mike Jansen, and Bruce Hilmes.

City employees present were Chief of Police Mark Pingsterhaus, Andy Wennerstrom, Kevin Rolfingsmeyer, Ricky Huge, Mike Meskil, and City Clerk Rita Jurgensmeyer.

Others present were Todd Marver, Kelly Ross, and Peggy Hilmes.

A motion was made by Alderman John Hodapp to approve the April 11, 2022, regular meeting minutes and the April 15, 2022, special meeting minutes. The motion was seconded by Alderman Jeff Taylor, and it was unanimously approved by roll call vote. Aye: Tammy Peters, Shannon Petrea, Scott Diekemper, Don Perez, John Hodapp, Jeff Taylor, Mike Jansen, and Bruce Hilmes. Nay: none.

City Clerk Rita Jurgensmeyer reminded everyone that they should have received an email from Martha Reinkensmeyer explaining the Statement of Economic Interest that needs to be completed and electronically sent to the county clerk by May 1st.

Mayor Judy Smith then read a list of names of people that have not completed it.

Alderman John Hodapp reported that he will be attending an IMEA meeting on Thursday. He added that this is the first time in two years that they are physically meeting.

Mayor Judy Smith read a Municipal Clerks Week proclamation. Municipal Clerks week is May 1 through May 7, 2022.

Mayor Smith then reminded everyone that the citywide yard sales are May 6th and 7th and the deadline to be on the map is April 29th. She added that city-wide clean up will be May 11th though May 14th. There will be extra dumpsters at the street and alley.

Mayor Smith then reported that IHSA will be May 20th and May 21st.

Mayor Smith then reported that the leaf vac will be running for a final time on April 25th through April 29th.

Mayor Judy Smith said that they have the contract for the King Kat Tournament for 2023. She has spoken to Al Chapman, the contact person for King Kat, and the 2023 contract is for $3,250.00.

Alderman Don Perez made a motion to accept the Cabella’s King Kat contract for 2023 and pay Cabella’s King Kat the sponsorship fee of $3,250.00. The motion was seconded by Alderman Jeff Taylor and was unanimously by roll call vote. Aye: Shannon Petrea, Scott Diekemper, Don Perez, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, and Tammy Peters. Nay: none.

Peggy Hilmes asked for the annual contribution for fireworks. She told the council what the committee has done already. She said last year Alderman Bruce Hilmes put on the dam jam and they sold t-shirts, and they took in about $400.00. Henry Hollenkamp, along with Mary and Gary Schultz, helped organize the collection from the cars coming into the event. They collected $2,052.00. The haunted trail was rained out on the first night, so Alderman Jeff Taylor from IGA donated $500.00. Everyone involved was willing to work Sunday, so they held the haunted trail again on Sunday night. They had a net income of $9,596.00. She said that the Carlyle Lake Association gave the committee $750.00. They are trying to have the same show as last year, so that means they need to do more fundraising. They are having a BBQ on May 7th at Carlyle IGA. She then asked for a $7,500.00 donation.

Alderman Jeff Taylor made a motion to approve $7,500.00 for a partnership expense for the July 4th fireworks at Carlyle Lake. Alderman Shannon Petrea seconded the motion, and it was approved by roll call vote. Aye: Scott Diekemper, Don Perez, John Hodapp, Jeff Taylor, Mike Jansen, Tammy Peters, and Shannon Petrea. Alderman Bruce Hilmes abstained. Nay: none.

Mayor Judy Smith then explained the supplemental appropriation ordinance – line-item redistribution.

Alderman John Hodapp made a motion to approve the supplemental appropriation – line-item redistribution ordinance. Alderman Jeff Taylor seconded the motion, and it was unanimously approved by roll call vote. Aye: Don Perez, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, Shannon Petrea, and Scott Diekemper. Nay: none.

Kevin Rolfingsmeyer reported for the Electric Department saying that this Thursday, April 28th at 11:00 a.m. they will be doing the bid opening for the 19th Street project. He also said that the last of the LED lights came in and they will be installing them. He said that the manhole project on West Lake Drive that they thought they wouldn’t have to move a pole but after they started, they determined that they would have to move a pole. He thanked Breese for coming over with their digger truck to help them.

Mayor Judy Smith told the council that she found the FY21 water audit buried in the former City Administrator Joel Laws’s email. She said Kayla Voss worked with the water districts to get everything up to date and it is now ready to go.

Alderman John Hodapp made a motion to approve the FY21 water audit and Alderman Jeff Taylor seconded the motion, and it was unanimously approved by roll call vote. Aye: John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, Shannon Petrea, Scott Diekemper, and Don Perez. Nay: none.

Ricky Huge reported for the Park Department saying that the registration for the summer camps will be opening tomorrow. They have eight camps throughout the summer. They have four for four through six age group and four are for the seven through twelve age group. The deadline for registering is right before the camp starts.

Mayor Judy Smith said that the umpire pay rates went to the Park Committee and they recommended increasing the umpire pay rates for the 1st and 2nd grade boys’ games from $20.00 to $24.00 per game.

Alderman Tammy Peters made a motion to approve increasing the umpire pay rates for the 1st and 2nd grade boys’ games from $20.00 to $24.00 per game. Alderman Shannon Petrea seconded the motion, and it was approved by roll call vote. Aye: Jeff Taylor, Mike Jansen, Tammy Peters, Shannon Petrea, Scott Diekemper, Don Perez, and John Hodapp. Alderman Bruce Hilmes abstained. Nay: none.

Ricky Huge reported on the IHSA State Finals Bass Tournament will have a practice day on May 19th and the tournament days are May 20th and 21st. They will be closing dam west boat ramp on May 18th so they can setup for the tournament.

At 7:15 p.m. a motion to adjourn was made by Alderman Don Perez. Alderman Jeff Taylor seconded the motion, and it was unanimously approved by roll call vote. Aye: Mike Jansen, Bruce Hilmes, Tammy Peters, Shannon Petrea, Scott Diekemper, Don Perez, John Hodapp, and Jeff Taylor. Nay: none.
