City of Carlyle City Council met May 9.

Here are the minutes provided by the council:

The Carlyle City Council was called to order by Mayor Judy Smith, at 7:00 p.m. at the Case Halstead Library, 550 6th Street, Carlyle, IL.

The meeting opened with the Pledge of Allegiance.

Aldermen present were Tammy Peters, Shannon Petrea, Scott Diekemper, Don Perez, John Hodapp, Jeff Taylor, and Bruce Hilmes. Alderman Mike Jansen was absent.

City employees present were Chief of Police Mark Pingsterhaus, Andy Wennerstrom, Brandon Pieron, Kevin Rolfingsmeyer, Ricky Huge, City Attorney Joe Heiligenstein, and City Clerk Rita Jurgensmeyer.

Others present were Todd Marver, Kelly Ross, Don Berdeaux, and Brenda Johnson.

A motion was made by Alderman Jeff Taylor to approve the April 25, 2022, minutes. The motion was seconded by Alderman Tammy Peters, and it was unanimously approved by roll call vote. Aye: Tammy Peters, Shannon Petrea, Scott Diekemper, Don Perez, John Hodapp, Jeff Taylor, and Bruce Hilmes. Nay: none.

Alderman Don Perez made a motion to approve the payment of the claims against the city. The motion was seconded by Alderman John Hodapp and was unanimously approved by roll call vote. Aye: Shannon Petrea, Scott Diekemper, Don Perez, John Hodapp, Jeff Taylor, Bruce Hilmes and Tammy Peters. Nay: none.

Don Berdeaux spoke in public comments concerning the Ridge View second subdivision. He felt that the development was not good for the City of Carlyle. He said he heard a doctor office was going to go on that site. He thought a development that would bring in sales tax would be better. He said that that corner was a good place for businesses. He then asked if anyone had questions for him. Alderman John Hodapp said that Mr. Berdeaux’s boat business was not in the corporate city limits and if he had ever considered annexing it into the city limits. Mr. Berdeaux said he had considered it but did not annex into the city limits.

Mayor Judy Smith commented that the city clean up week is May 11th through May 14th. The Street and Alley shed will be open from 7:00 a.m. – 5:00 p.m. on Wednesday – Friday and from 7:00 a.m. – noon on Saturday.

Mayor Smith then read a proclamation proclaiming May is motorcycle awareness month.

Mayor Judy Smith said that the final plat review – Ridge View Second Subdivision has been reviewed by the Zoning Board and they recommended it’s approval by the city council. She then showed a map where the lot has been divided into two separate parcels. Alderman John Hodapp said that he heard that there would be a doctor’s office on one of the lots. Mayor Smith said that as of right now they have not received a building permit application and both parcels are not to be doctor’s offices. She said that the one proposed site may be a doctor’s office, but it is not in stone at this time.

Alderman Jeff Taylor made a motion to approve the final plat review for Ridge View Second Subdivision. Alderman John Hodapp seconded the motion, and it was unanimously approved by roll call vote. Aye: Scott Diekemper, Don Perez, John Hodapp, Jeff Taylor, Bruce Hilmes, Tammy Peters, and Shannon Petrea. Nay: none.

Mayor Judy Smith said the next item on the agenda is to approve Brad Myers for the city administrator position. She said that she has spoke to each member of the council and she met with Brad Myers last week and she also worked out a contract along with City Attorney Joe Heiligenstein and Alderman Don Perez for Brad Myers.

Alderman Jeff Taylor made a motion to appoint Brad Myers as the city administrator. Alderman Scott Diekemper seconded the motion. Alderman John Hodapp asked when he would start. Mayor Smith said he would start on May 19th. The motion was unanimously approved by roll call vote. Aye: Don Perez, John Hodapp, Jeff Taylor, Bruce Hilmes, Tammy Peters, Shannon Petrea, and Scott Diekemper. Nay: none.

Mayor Judy Smith asked Ricky Huge to speak about the Crappie Trail 2023 contract. Ricky Huge said that this used to be a different Crappie division that came into town. There were two different divisions and they combined into one. They are holding an amateur series, so it is more tailored to the common person. They are asking for $2,500.00. Mayor Smith said that American Crappie Trail has an online magazine so if they have the tournament in Carlyle then it goes automatically on the magazine. She said that they also bring the Pursuit channel, and they will do a radio station interview.

Alderman Tammy Peters made a motion to approve the 2023 American Crappie Trail contract for $2,500.00. Alderman Jeff Taylor seconded the motion, and it was unanimously approved by roll call vote. Aye: John Hodapp, Jeff Taylor, Bruce Hilmes, Tammy Peters, Shannon Petrea, Scott Diekemper, and Don Perez. Nay: none.

Kevin Rolfingsmeyer explained that the Electric Department received one bid for the 19th Street interconnect from JF Electric for $113,034.66. He said that $25,000.00 of this bid is a contingency if something happens and they need it. If everything goes ok the city should get $25,000.00 back. The start date is scheduled for September 1, 2022.

Alderman Don Perez made a motion to accept the bid from JF Electric Inc. in the amount of $113,034.66 for the 19th Street interconnect. The motion was seconded by Alderman Jeff Taylor and unanimously approved by roll call vote. Aye: Jeff Taylor, Bruce Hilmes, Tammy Peters, Shannon Petrea, Scott Diekemper, Don Perez, and John Hodapp. Nay: none.

Brandon Pieron spoke for the Water Department saying that the Livingston Street project has started. They have shut down sections of the street starting with 12th Street – 19th Street. He also said that Visu-Sewer is in town putting in the last liner between 9th and 10th Street on Ridge Street. They will also be doing work from 10th Street all the way to 7th Street starting tomorrow.

Chief of Police Mark Pingsterhaus reported that the fair parade permit should be here later this week.

Chief of Police Mark Pingsterhaus informed the council of the street closing request from the Street Fair Committee. They would like to shut down 8th Street from Franklin to Fairfax Street from close of business on Wednesday, June 1, to Sunday, June 5, at 6:00 a.m.

(Street fair staff will remove all the barricades they can at the close of the fair Saturday night.)

10th Street from Fairfax Street to Jefferson Street on Friday, June 3, from 2:00 p.m. to 7:00 p.m.

9th Street from Franklin Street to Jefferson Street from close of business Thursday, June 2, to Sunday, June 5, at 6:00 a.m. Fairfax Street from 8th Street to 12th Street (Hwy 127) from close of business Thursday, June 2, to Sunday, June 5, at 6:00 a.m. (Street fair staff will adjust the barricades to allow maximum traffic area according to events down Fairfax Street.)

Fairfax Street from 7th to 8th Street from Friday evening, June 3, at Midnight to 3:00 p.m. on Saturday, June 4.

Brenda Johnson added that they would like to add 9th Street from Fairfax Street to Jefferson Street. She also added that they may not need 7th Street on Fairfax Street because they don’t think they will be having the fire department’s water wars.

Alderman Don Perez made a motion to approve the street closures for the 2022 street fair. Alderman Bruce Hilmes seconded the motion, and it was unanimously approved by roll call vote. Aye: Bruce Hilmes, Tammy Peters, Shannon Petrea, Scott Diekemper, Don Perez, John Hodapp, and Jeff Taylor. Nay: none.

Alderman Jeff Taylor asked Brenda Johnson about the profit the committee is making off the street fair. Brenda Johnson said that they try to add something new each year and the funding is pretty good now because they hold the fall event. She said that last year they raised more money than ever before.

Chief of Police Mark Pingsterhaus said they received a street closure request for the VFW BBQ Smoke Off. It will be held on May 21st. They are asking to block Washington Street from Route 127 to 13th Street on May 21st for the VFW BBQ Smoke Off.

Alderman John Hodapp made a motion to block Washington Street from Route 50 to 13th Street on May 21’st for the VFW BBQ Smoke Off. Alderman Bruce Hilmes seconded the motion, and it was unanimously approved by roll call vote. Aye: Tammy Peters, Shannon Petrea, Scott Diekemper, Don Perez, John Hodapp, Jeff Taylor, and Bruce Hilmes. Nay: none.

Ricky Huge reported for the Park Department saying that the summer camp registration is open and that the pool will open on May 28th.

Mayor Judy Smith said that she found an email from Kurt Gibson asking if the city could sign the contract and get it back in. The contract needs approved for the next three years for the IHSA Bass Tournament.

Alderman Jeff Taylor made a motion to approve the IHSA Bass Tournament contract for 2022 – 2024. Alderman Don Perez seconded the motion, and it was unanimously approved by roll call vote. Aye: Shannon Petrea, Scott Diekemper, Don Perez, John Hodapp, Jeff Taylor, Bruce Hilmes, and Tammy Peters. Nay: none.

Mayor Judy Smith said she is doing a radio spot with Al Crocker tomorrow so they will advertise the bass tournament.

Alderman Shannon Petrea said that at an employee concerns committee meeting they discussed the need of doing employee evaluations. They determined that they would recommend and send to council the decision to discontinue the employee evaluations.

Alderman John Hodapp made a motion to eliminate employee evaluations. Alderman Scott Diekemper seconded the motion, and it was unanimously approved by roll call vote. Aye: Scott Diekemper, Don Perez, John Hodapp, Jeff Taylor, Bruce Hilmes, Tammy Peters, and Shannon Petrea. Nay: none.

Mayor Judy Smith said that there was a conversation about the need for purchase orders. Alderman Shannon Petrea said there has been several conversations about the need for purchase orders. She said it was discussed at the employee concerns committee meeting and it was recommended to send it to council to discuss it some more. She discussed several concerns that need to be addressed. Alderman Bruce Hilmes added that they determined that they are still needed up to a certain amount. He also said there should be a blanket purchase order to cover miscellaneous purchases up to a certain dollar amount. Alderman John Hodapp asked what amount would be used. Alderman Bruce Hilmes said that that needed to be decided. More discussion was held, and it was decided to continue the motion to set the criteria for purchase orders.

At 7:40 p.m. a motion to adjourn was made by Alderman Don Perez. Alderman Jeff Taylor seconded the motion, and it was unanimously approved by roll call vote. Aye: Jeff Taylor, Bruce Hilmes, Tammy Peters, Shannon Petrea, Scott Diekemper, Don Perez, and John Hodapp. Nay: none.
