City of Carlyle Employee Concerns/Finance Committee met June 7.

Here are the minutes provided by the committee:

Call to Order/Roll Call

The meeting was called to order by Shannon Petrea, at 5:30 p.m. at Case Halstead Library, located at 550 6th Street, Carlyle, IL 62231. Committee members present included Shannon Petrea, Scott Diekemper, and Bruce Hilmes. Finance Committee members present included Don Perez and John Hodapp. Jeff Taylor was absent. Others present included Mayor Judy Smith, Brad Myers, and Rita Jurgensmeyer.

Approval of Minutes

Alderman Scott Diekemper made a motion to approve the minutes from the May 4, 2022, employee concerns committee meeting. The motion was seconded by Alderman Bruce Hilmes and approved by voice vote.

Alderman Don Perez made a motion to approve the minutes from the May 24, 2022, finance committee meeting. The motion was seconded by Alderman John Hodapp and approved by voice vote.

Unfinished Business

There was no unfinished business.

New Business

Mayor Judy Smith reported in new business saying that Ricky Huge, park director is resigning as of July 22, 2022. He has accepted a teaching position in Salem. He was not looking for a new job. Salem school district called him and asked him to come in and interview. Mayor Smith said that for the salary he will be paid, and his degree is in teaching he accepted the position. Mayor Judy Smith said that she would like to post the position and start interviewing before Ricky Huge leaves because he would be helpful in interviews. Discussion was held concerning the pay rate and the time frame to hire for the park director position. Mayor Judy Smith informed the committees on the importance of hiring someone so they will know the information for Christmas lights. It was decided that the posting, internally and externally, will be on the next council meeting agenda.

City Administrator Brad Myers told the council that he spoke to Kevin Rolfingsmeyer, and he will be having surgery on his ear and will be on light duty for two months at least.

City Administrator Brad Myers then told the council that he received a call today that something was wrong at the pool, so he went out there and checked it out. He then talked to the pool manager and Ricky Huge and told them to keep an eye on trash. He added that when he was out there everything looked good. He said someone from the department didn’t like that he was the one that went over there and talked to them. The person from the department prefers that they be called direct, and that the city administrator’s choice is that they are never called directly. He said that the park employee was embarrassed that the city administrator was called out there and checking things out and that the employee could have handled the problem without the city administrator showing up. Brad felt that by him going out there showed the employees the chain of command. Mayor Judy Smith said that she was happy with how the aldermen go to her or the city administrator with any problems in the city departments. She also said she took a list to the park department and went through the entire list showing things that needs to be done. She explained that she could take a crew to water tower park and in two days they could have it cleaned up. She stressed that the park properties need to be kept up. Mayor Smith then gave examples of things that have not been done.

Executive Session

At 5:35 p.m. Alderman Don Perez made a motion to go into executive session to discuss 5 ILCS 120/2(c)(1) The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity. The motion was seconded by Alderman Scott Diekemper approved by voice vote. At 6:00 p.m. the committee returned to open session.

Adjournment

At 6:11 p.m. a motion to adjourn was made by Alderman Don Perez. The motion was seconded by Alderman Bruce Hilmes and was approved by voice vote.
