II. INFORMATION ONLY

1. Rockford Area Economic Development Council (RAEDC) 2022 First Update

Alderman Meeks introduced the President of Rockford Area Economic Development Council (RAEDC), Therese Thill.

Ms. Thill introduced herself and gave an overview of her experience and accomplishments. She stated she is looking forward to the partnership that RAEDC has with the City of Rockford and proceeded to give the first update of the year. The update included examples of how RAEDC assists companies with issues they are having and coming up with solutions to assist the company as well as the community. She further went onto report the metrics that she has identified as important as well as the recent changes implemented which include a restructuring of the Board of Directors, and monthly meetings with partners.

The Aldermen asked questions and made suggestions, such as having a more diverse Board of Directors, thanked her for her honest report, and asked her timelines for certain goals. She thanked the Committee for their time.

III. RESOLUTIONS

1. Committee recommends approval of the proposed Amended Amerock-TIF Resolution calling for a Public Hearing and convening a Joint Review Board in connection with the approval of the Second Amendment to the Redevelopment Plan and Project for the amendment to the designation of the Amended Amerock Hotel Redevelopment Project Area.

Alderman Meeks read in the Resolution. Anna Garrison, Economic Development Manager, stated that the staff have been engaged with Kane, McKenna, and Associates to analyze the eligibility and draft a redevelopment plan and project for a Second amendment to the designation of the Amended Amerock-Hotel Redevelopment Project Area. In accordance with the State of Illinois Tax Increment Financing statute, the proposed resolution will authorize the City to hold a Joint Review Board meeting on July 27, 2022 with stakeholder taxing bodies and a Public Hearing on August 29, 2022 prior to City Council consideration for approval. Alderman Durkee clarified the boundaries and Anna Garrison also reiterated that this request is to approve the public hearing.

Alderman Hoffman made a motion to approve the Resolution and Alderman Wilkins seconded the motion. MOTION PREVAILED with a unanimous roll call vote.
