II. COMMITTEE REPORTS

1. 2022-167-CR - Request for Authorization to Place for Sale the city-owned parcel located at 417 S. Pierpont, Parcel No. 11-20-427-017

2. Proposed Amendments to City of Rockford Code of Ordinance, Chapter 29, Article V (Towing Services)

Angela Hammer, Attorney for the City of Rockford informed the Committee that Staff wished to have this item lay over to give committee members time to review the amendments, as well as get input from the towing industry.

A MOTION was made by Ald. Rose to have this item LAY OVER. The motion was SECONDED by Ald. Bonne.

Attorney Hammer explained that in April, City Council voted to opt out of ICC regulations regarding towing vehicles that are trespassing on private property. What is before Council tonight are the ordinance amendments that are consistent with the resolution to opt out. The proposed amendments are consistent with the current statute that apply to trespassing vehicles. Attorney Hammer further explained that the situation that prompted the recent changes is the lack of towing services available to remove vehicles that are trespassing on privately owned property. This is due to the burdensome ICC requirements. She asked that the Alderman review the proposed amendments, and contact the Legal Department with any questions. Attorney Hammer noted that the ordinance does explain the maximum amount of towing fees that can be charged, pursuant to what has been approved by the ICC for Winnebago County, and also storage fees. She informed the Committee that the proposed draft was sent to the towing industry last week.

Ald. Durkee asked if property owners would be required to post signage regarding towing on private property. Attorney Hammer responded "yes," this is a requirement pursuant to State Law, and it is also in the ordinance for consideration under Section 29-202 under subsection b(1).

The motion was CARRIED by a vote of 5-0.

III. RESOLUTIONS

1. 2022-160-R - RAMP River Run

This event is scheduled for Saturday, August 20th from 6 a.m. – Noon. The run begins at 7:30 a.m. The event location will be at 202 Market Street at Water Street – the City Market Pavilion

Chairman Torina announced that both resolutions would be voted on together.

There were no questions, or concerns regarding these items.

With no further business before the Committee, the meeting was adjourned.
