Director Hagerty stated general fund continues to substantially outperform in a couple main revenue sources; income tax is approximately 33% over budget and replacement tax is 237% over budget, for the balance of the revenues we are approximately 3.7% over budget. To date, total revenues are $16.6 million over budget. For expenses, we are currently $5.8 million under budget. For CIP revenue, performance, is currently 12% over budget year-to-date. The redevelopment fund, restaurant tax, has recovered nicely and is 25% over budget.

Ald. Logemann requested more information. Mr. Wuich stated that the owner is attempting to refinance both this property and the other property listed on the agenda. Ald. Durkee asked if the fines had been paid. Mr. Wuich stated the fines had not been paid yet, which is the reason for the two fine reduction requests. It happens quite often where an owner is unaware of the fines. Ald. Quinonez stated he would be in favor of the reduction. Ald. McNeely asked if the fine would cover the City's expenses. Mr. Wuich responded that the reduced fines would cover the City's expenses.

Ald. Beach requested more information. Attorney Hammer explained that since 2017 the intergovernmental agreement has been an ongoing agreement. There is no money exchanged; it is the use of facilities. The School District agrees to allow the City to use the field house and gym located at Auburn High School to host activities for the Five-0 program for up to 420 hours per year at no cost. In exchange, the District may use the Irving Strong House at 312 Irving Avenue, to hold extended classes for District students up to 420 hours per year at no cost.

Ald. Logemann asked if the applicant was a resident of Loves Park and was told yes. Mr. Hakanson responded that he is an adjoining property owner to this property. Mr. Hakanson stated that the property is a vacant industrial lot, industrial land is worth more than a residential lot.

Director Hagerty explained that the vendors chosen are required to participate in a trial period, based on performance they are awarded the contract.

Ald. Prunty asked how the HVAC replacements would have been paid for if not for the ARPA funds. Director Hagerty explained efforts had been made to build in some maintenance repairs into the budget, but we had not sufficiently budgeted on an ongoing basis. This is part of the first phase approved in 2021 for use of the ARPA funds.

Ald. Logemann asked if the cost would be reimbursed. Mr. Leatherby explained that they were not sure if the cost would be reimbursed at a 100%. Director Saunders explained that the spill was reported to IEMA in 1991 and 1993; the tanks have been removed. There is funding to close out the two Leaking Underground Storage Tanks (L.U.S.T.) wells. There is a $15,000 deductible, once that is met everything should be reimbursed. Ald. Durkee asked if the property was always owned by the City. Mr. Leatherby stated no, it was previously operated by JI Case.
