City of Carlyle City Council met Nov. 14

Here is the minutes provided by the council:

The Carlyle City Council was called to order by Mayor Judy Smith, at 7:00 p.m. at the Case Halstead Library, 550 6th Street, Carlyle, IL.

The meeting opened with the Pledge of Allegiance.

Aldermen present were Tammy Peters, Shannon Petrea, Scott Diekemper, Don Perez, John Hodapp, Jeff Taylor, Mike Jansen, and Bruce Hilmes.

City employees present were City Administrator Brad Myers, Chief of Police Mark Pingsterhaus, Kevin Rolfingsmeyer, Conner Toennies, City Treasurer Chad Holthaus, City Attorney Joe Heiligenstein, and City Clerk Rita Jurgensmeyer.

Others present were Ashley Nalewajka and Kelly Ross.

A motion was made by Alderman Jeff Taylor to approve the October 24, 2022, minutes. The motion was seconded by Alderman John Hodapp, and it was unanimously approved by roll call vote. Aye: Tammy Peters, Shannon Petrea, Scott Diekemper, Don Perez, John Hodapp, Jeff Taylor, Mike Jansen, and Bruce Hilmes. Nay: none.

A motion was made by Alderman Don Perez to approve the treasurer’s report as presented. Alderman Jeff Taylor seconded the motion, and it was unanimously approved by roll call vote. Aye: Shannon Petrea, Scott Diekemper, Don Perez, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, and Tammy Peters. Nay: none.

Alderman Don Perez made a motion to approve the payment of the claims against the city. The motion was seconded by Alderman John Hodapp and was unanimously approved by roll call vote. Aye: Scott Diekemper, Don Perez, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, and Shannon Petrea. Nay: none.

Alderman Shannon Petrea announced that this will be her last council meeting because she will be moving out of town and will not meet the residency requirement. She thanked the council for the opportunity of serving as alderman. Mayor Judy Smith thanked Alderman Shannon Petrea for all the hard work she has done.

Mayor Judy Smith reported that the Christmas in Carlyle parade will be held on November 25th. It will start at 6:30 p.m. and fireworks will follow in the city park. Santa will be in the pool house after the parade to visit with the children.

Mayor Smith then reported that Scott Lodge Masons 79 will have an induction of new officers on November 27th. They have extended an invitation to everyone on the council. They will have a meal at 1:00 p.m. and the installation will follow at 2:00 p.m.

Mayor Judy Smith announced that the Christmas in Carlyle wine is now available. She said there are several places in the county to purchase the wine. This year there is also Christmas in Carlyle honey.

City Administrator Brad Myers reported that due to the snow on Saturday the guys were out plowing and salting. Leaf pick up started today. The new limb and brush pick up regulations have gone into effect and so far, everything has gone well. Mayor Smith then reminded everyone from now on brush pick up will be the first Tuesday of the month and it will run from two to three days depending on the number of requests called in. City Administrator Brad Myers then reported they had a water leak last Monday night and the guys were out all night and were back at work on Tuesday.

Alderman Jeff Taylor said that the EDC has worked together with the Breese Journal to create a Christmas in Carlyle brochure. The Breese Journal could not get it done this year, but they will do it next year so anyone who takes pictures at the park can submit it to the Breese Journal by the end of August 2023. They will print 2,000 copies. The history of the Christmas in Carlyle will be included as well as coloring contests. The Breese Journal will be selling ads to put in the book. The booklets will be handed out at the park next year to anyone going through the park.

Alderman Jeff Taylor then said that Carlyle IGA will be celebrating 40 years this year and there will be a carousel on the parking lot from Friday through Sunday for the kids to ride with Santa or Piper.

City Administrator Brad Myers said that two bids were submitted for the farm ground. One was from Jondro Farms and one from Jacob Diekemper. The bids were opened at the Finance Committee meeting, and they recommended the bid go to Jondro Farms in the amount of $306.00 per acre. The other bid from Jacob Diekemper was $297.00. The bid was up from $250.00, and it is a two-year lease.

Alderman Jeff Taylor made a motion to accept the bid from Jondro Farms in the amount of $306.00 per acre for a two-year lease. The motion was seconded by Alderman Tammy Peters, and it was unanimously approved by roll call vote. Aye: Don Perez, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, Shannon Petrea, and Scott Diekemper. Nay: none.

City Administrator Brad Myers presented the ICRMT risk management insurance renewal. He said they had to add some new trucks and the building values have gone up. This has gone through the Finance Committee, and they recommend accepting the renewal at $235,760.00.

Alderman Jeff Taylor made a motion to accept the ICRMT risk management insurance renewal at a cost of $235,760.00. The motion was seconded by Alderman Scott Diekemper, and it was unanimously approved by roll call vote. City Administrator Brad Myers informed the council of the reasoning to approve a publication of Construction Management Services RFQ. He said that to ensure that the construction of the pool takes place in the time that it needs to take he is requesting qualifications for Construction Management Services to oversee all the contractors and sub-contractors on the construction of the pool. He said they would like authorization to go out and collect quotes for this service.

Alderman Jeff Taylor made a motion to authorize a request for qualifications for Construction Management Services relating to the demolition and construction of a new community swimming pool. Alderman Shannon Petrea seconded the motion, and it was unanimously approved by roll call vote. Aye: Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, Shannon Petrea, Scott Diekemper, Don Perez, and John Hodapp. Nay: none.

City Administrator Brad Myers presented a change to the ordinance concerning the trash/recycling receptacles. He said this was because of concern of the receptacles being left out on the street after pick up. The amendment to the current ordinance would state that the receptacles cannot be put out more than 24 hours prior to pick up and they must be removed from the street 24 hours after pick up.

Alderman Jeff Taylor asked if a notice will be put in with the utility bills. City Administrator Myers said that it would. Mayor Judy Smith then asked that when they say the containers must be put back on their premises, technically they could put the container on the other side of the sidewalk, and it would be off the street. City Attorney Joe Heiligenstein explained the wording in the proposed amendment. He said that he could reword the amendment to state the containers cannot be in the front yard. Discussion was held concerning different scenarios with the containers being put in the front yard. Alderman John Hodapp questioned that if someone is on vacation or out of town and they leave the container out. Discussion was held concerning this issue. Chief of Police Mark Pingsterhaus asked how they can determine which container belongs to which household. City Attorney Joe Heiligenstein said that he felt that if it came down to giving a ticket there would have been some communication between the police and the resident to determine whose container it is. More discussion followed. It was determined that Waste Management has numbers on the containers, and they know what address has what number.

Alderman Bruce Hilmes made a motion to approve the amendment to ordinance 17-1/7. Alderman Scott Diekemper seconded the motion, and it was unanimously approved by roll call vote. Aye: Mike Jansen, Bruce Hilmes, Tammy Peters, Shannon Petrea, Scott Diekemper, Don Perez, John Hodapp, and Jeff Taylor. Nay: none.

City Administrator Brad Myers explained the changes to chapter 40-4-33 of the City of Carlyle Code of Ordinances. The change would be to amend the ordinance by adding that any mobile home removed or demolished in a district outside of R-5 shall not be replaced with a mobile home.

City Attorney Joe Heiligenstein explained that in time there will be no trailers except in an R-5 district. Alderman Jeff Taylor asked about a specific trailer near the Street and Alley Department that no one has lived in for quite a while. City Attorney explained the qualifications to be met to be abandoned.

Alderman John Hodapp asked if this wasn’t in the ordinance now. City Attorney Joe Heiligenstein explained that it is not in the current ordinance.

Alderman Bruce Hilmes made a motion to approve the amendment to chapter 40-4-33 saying that any mobile home removed or demolished cannot have another mobile home put in his place if it isn’t zoned R-5 as explained in 40-2-1. Alderman Jeff Taylor seconded the motion, and it was unanimously approved by roll call vote. Aye: Bruce Hilmes, Tammy Peters, Shannon Petrea, Scott Diekemper, Don Perez, John Hodapp, Jeff Taylor, and Mike Jansen. Nay: none.

Mayor Judy Smith explained that Christmas is on a Sunday this year and asked approval to close City Hall and all departments on December 23rd as a gift and December 26th as the holiday.

Mayor Judy Smith then explained the same is happening on New Year’s and she asked for a motion to close City Hall and all departments on December 30th as a gift and January 2nd as the holiday. Alderman Tammy Peters made the motion, and it was seconded by Alderman Jeff Taylor. The motion was unanimously approved by roll call vote. Aye: Shannon Petrea, Scott Diekemper, Don Perez, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, and Tammy Peters. Nay: none.

Mayor Judy Smith asked for a motion to cancel the second council meeting for December. Alderman Don Perez made the motion, and it was seconded by Alderman Mike Jansen. The motion was unanimously by roll call vote. Aye: Scott Diekemper, Don Perez, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, and Shannon Petrea. Nay: none.

Kevin Rolfingsmeyer reported for the Electric Department saying that they are still working on Christmas lights.

City Administrator Brad Myers reported for the Park Department saying that they are still working on Christmas lights. He also commented that the new park director, Ryan Meyer, is doing a good job considering this is his first year.

City Administrator Brad Myers said that he received a letter from Kevin Rolfingsmeyer recommending Conner Toennies for permanent hire as he has completed his first year of probationary employment.

Alderman Mike Jansen made a motion to accept the recommendation to approve Conner Toennies for permanent hire. The motion was seconded by Alderman John Hodapp, and it was approved unanimously by roll call vote. Aye: Don Perez, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, Shannon Petrea, and Scott Diekemper. Nay: none.

City Administrator Brad Myers informed the council that several months ago they received two bids for digital sign. The two companies have been asking if anything has been done with the bids.

Alderman John Hodapp asked what would be done at the other entrances to town. Mayor Judy Smith explained that they have investigated it, and they are looking to put a new wrap on the other signs. Alderman John Hodapp asked about the sign by McDonalds owned by the Corp of Engineers. He said that the deal was they would not pay for the electric to run the sign in exchange for the city to be able to put messages on it.

Discussion was held concerning where the money would come from to pay for the digital sign. City Administrator Brad Myers said that it would come from the video gaming tax.

Alderman Jeff Taylor made a motion to approve the purchase of the digital sign from T. Ham Sign Inc. at the cost of $64,708.80 and to waive competitive bidding. The motion was seconded by Alderman Bruce Hilmes, and it was approved. Aye: Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, Shannon Petrea, and Scott Diekemper. Nay: John Hodapp and Don Perez.

City Administrator Brad Myers informed the council of two proposals that came in for the Christmas in Carlyle shirts. They were from Crafty Little Clark and Kylee Wesselmann. The Finance Committee reviewed each proposal and recommended Kylee Wesselmann. She will donate 10 percent out of each sale that is made.

Alderman Jeff Taylor made a motion to approve Kylee Wesselmann’s proposal for the Christmas in Carlyle shirts. Alderman Don Perez seconded the motion, and it was unanimously approved by roll call vote. Aye: Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, Shannon Petrea, Scott Diekemper, Don Perez, and John Hodapp. Nay: none.

Mayor Judy Smith announced the Christmas light contest. She explained that any resident that would like to be in the competition would need to call City Hall and get on the list. A date will be published as to when it needs to be received. The contest will have three winners and each winner will receive $50.00 toward their utility bill. Mayor Smith stressed that it must be a resident in the City of Carlyle.

Alderman Don Perez made a motion to accept the Christmas light contest and Alderman John Hodapp seconded the motion. The motion was approved unanimously by roll call vote. Aye: Mike Jansen, Bruce Hilmes, Tammy Peters, Shannon Petrea, Scott Diekemper, Don Perez, John Hodapp, and Jeff Taylor. Nay: none.

At 8:00 p.m. a motion was made by Alderman Don Perez to go into executive session to discuss personnel and property. The motion was seconded by Alderman Tammy Peters and was unanimously approved. Aye: Bruce Hilmes, Tammy Peters, Shannon Petrea, Scott Diekemper, Don Perez, John Hodapp, Jeff Taylor, and Mike Jansen. Nay: none.

At 8:20 p.m. the council returned to open session.

At 8:22 p.m. a motion to adjourn was made by Alderman Shannon Petrea. Alderman Don Perez seconded the motion, and it was unanimously approved by roll call vote. Aye: Shannon Petrea, Scott Diekemper, Don Perez, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, and Tammy Peters. Nay: none.
