City of Carlyle City Council met Nov. 28.

Here is the minutes provided by the council:

The Carlyle City Council was called to order by Mayor Judy Smith, at 7:00 p.m. at the Case Halstead Library, 550 6th Street, Carlyle, IL.

The meeting opened with the Pledge of Allegiance.

Aldermen present were Tammy Peters, Scott Diekemper, Don Perez, John Hodapp, Jeff Taylor, and Bruce Hilmes. Alderman Mike Jansen was absent.

City employees present were City Administrator Brad Myers, Mark Taylor, Keith Housewright, Mike Meskil, and City Clerk Rita Jurgensmeyer.

Others present were Todd Marver, Elizabeth Tolley, Brian Tolley, and Bill Leith.

A motion was made by Alderman Jeff Taylor to approve the November 14, 2022, minutes. The motion was seconded by Alderman Bruce Hilmes, and it was unanimously approved by roll call vote. Voting aye Tammy Peters, Scott Diekemper, Don Perez, John Hodapp, Jeff Taylor, and Bruce Hilmes. Voting nay none.

A motion was made by Alderman Don Perez to approve the transfers from Fund 1 General Fund to Fund 3 Street and Alley for $130,000.00, Fund 4 Police for $150,000.00, Fund 14 Hotel/Motel Tax for $85,000.00 Fund 17 Parks for $25,000.00, Fund 20 Library for $20,000.00 for a total of $410,000.00. Alderman Jeff Taylor seconded the motion, and it was unanimously approved by roll call vote. Aye: Scott Diekemper, Don Perez, John Hodapp, Jeff Taylor, Bruce Hilmes, and Tammy Peters. Nay: none.

Alderman Don Perez made a motion to approve the payment of the claims against the city. The motion was seconded by Alderman Scott Diekemper and was unanimously approved by roll call vote. Aye: Scott Diekemper, Don Perez, John Hodapp, Jeff Taylor, Bruce Hilmes, and Tammy Peters. Nay: none.

In public comments Bill Leith complimented the city on the parade and the fireworks. He said he has heard a lot of people commenting on how good they were.

Mayor Judy Smith reported that if you want to participate in the residential lighting contest you must call city hall and be entered into the contest no later than December 5th. The contest will run from December 9th through January 2nd. There will be online voting or city hall will have paper ballots available.

She then reported that December 12th is the first day to file petition packets for the upcoming election in April 2023. The last day to file is December 19th.

City Administrator Brad Myers commended all the employees, particularly the Park Department, for getting the park ready for the Christmas lights. He said that they started putting up the lights right after Halloween and all the other departments helped also.

He then said that the leaf vacuuming program is going along well. He said he put out a post to the residents to place the leaves as close to the road as possible.

Librarian Keith Housewright also complimented the Street Department on the leaf pick up. He reminded everyone that on every Tuesday they have story time at the library at 9:15.

City Administrator Brad Myers presented the lease with Jondro Farms, Inc. for the city owned farm ground. The lease will go through December 31, 2024, at the cost of $306.00 per tillable acre.

Alderman John Hodapp made a motion to accept the lease with Jondro Farms Inc. Alderman Tammy Peters seconded the motion and it was unanimously approved by roll call vote. Voting aye Jeff Taylor, Bruce Hilmes, Tammy Peters, Scott Diekemper, Don Perez, and John Hodapp. Voting nay none.

At 7:07 p.m. a motion to adjourn was made by Alderman John Hodapp. Alderman Don Perez seconded the motion, and it was unanimously approved by roll call vote. Voting aye Jeff Taylor, Bruce Hilmes, Tammy Peters, Scott Diekemper, Don Perez, and John Hodapp. Voting nay none.
