City of Carlyle City Council met Jan. 9.

Here are the minutes provided by the council:

The Carlyle City Council was called to order by Mayor Judy Smith, at 7:00 p.m. at the Case Halstead Library, 550 6th Street, Carlyle, IL.

The meeting opened with the Pledge of Allegiance.

Aldermen present were Tammy Peters, Jim McClaren, Scott Diekemper, John Hodapp, Jeff Taylor, Mike Jansen, and Bruce Hilmes. Alderman Don Perez was absent.

City employees present were City Administrator Brad Myers, Mark Taylor, Kevin Rolfingsmeyer, Jordon Foos, Ryan Meyer, City Attorney Joe Heiligenstein, City Treasurer Chad Holthaus, and City Clerk Rita Jurgensmeyer.

Others present were Rebecca Sponsler: Kelly Ross; Christine, Dylan, and Kinsley James; Chris, Doretta, and Parker Cluck; Kaylee and Kloe Hilmes.

Mayor Judy Smith then announced the winners of the residential Christmas lighting contest. The top three winners are at 1.) 1041 Jefferson Street, Jim Taylor, 2.) 1171 18th Street, Jacqueline Watkins, and 3.) 470 Clinton Street, Lindsay Clifford. The three winners will receive a $50.00 credit on their next electric bill. She then thanked all that participated in the lighting contest and congratulated the winners.

Mayor Judy Smith announced the three Piper winners. They are Kinsley James, Khloe Hilmes, and Parker Cluck. She asked them to come forward to receive their prizes presented to them by Park Director Ryan Meyer. Mayor Smith said they had 1,083 entrees in the Piper contest.

Mayor Smith added that $21,851.73 was raised in donations and the car counter was 16,527.

Mayor Judy Smith read a thank you note from Kylee Wesselmann. Kylee Wesselmann made the Christmas in Carlyle shirts and donated 10 percent, which was $130.00, of the proceeds to Christmas in Carlyle. She sold 273 shirts.

A motion was made by Alderman Jeff Taylor to approve the December 12, 2022, minutes. The motion was seconded by Alderman Bruce Hilmes, and it was unanimously approved by roll call vote. Aye: Tammy Peters, Jim McClaren, Scott Diekemper, John Hodapp, Jeff Taylor, Mike Jansen, and Bruce Hilmes. Nay: none.

Alderman John Hodapp made a motion to approve the Treasurer’s Report as presented. The motion was seconded by Alderman Jeff Taylor and was unanimously approved by roll call vote. Aye: Jim McClaren, Scott Diekemper, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, and Tammy Peters. Nay: none.

Alderman John Hodapp made a motion to approve the payment of the claims against the city. The motion was seconded by Alderman Jeff Taylor and was unanimously approved by roll call vote. Aye: Scott Diekemper, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, and Jim McClaren. Nay: none.

Mayor Judy Smith again thanked all that participated in the residential Christmas lighting contest and congratulated the winners. She also thanked all the kids that participated in the Piper contest and thanked all the parents that made countless trips through the park to find Piper.

City Administrator Brad Myers reported that leaf pick up ends Friday, January 13th. He said that there was a post earlier today that 13th and Livingston Street might be closed all night. He confirmed that it is open. There were line stops that had to be put in. He said the Water Department has had six water leaks since the last council meeting. He said that today they had some water issues north of town and they had to replace a pump. He thanked the Street Department for salting during the recent snow. He thanked all the employees that worked so hard to get all the lights up at the park. He said that the T-Mobile store and doctor’s office at Franklin and 12th Street is coming along nicely. The Street Department recently did some culvert work down there and the last rain they did not have the build up that they have had in the past. He also said that Oh, So Sweet Bakery has opened since the last council meeting.

Mayor Judy Smith said that there are three Zoning Board members that have expiring terms, and she would like to reappoint Kristine Siegler, Scott Rakers, and Matt Dannaman to the Zoning Board.

Alderman John Hodapp made a motion to reappoint Kristine Siegler, Scott Rakers, and Matt Dannaman to the Zoning Board. The motion was seconded by Alderman Tammy Peters and was unanimously approved by roll call vote. Aye: John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, and Scott Diekemper. Nay: none.

City Administrator Brad Myers said that they received approval from the Finance Committee to accept bids for the survey for the new pool and for the geotechnical work. Two bids were received for each. The two quotes for the survey portion were from MRJ Associates for a bid of $4,700.00 and from H. M. & G. Engineers for a bid of $21,000.00. They discussed this with Burbach, who is the coordinator for the pool construction, and they confirmed that there is no differences in the services, and is recommending the bid for $4,700.00

Alderman John Hodapp made a motion to accept the bid from MRJ Associates in the amount of $4,700.00. The motion was seconded by Alderman Jeff Taylor, and it was unanimously approved by roll call vote. Aye: Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, Scott Diekemper, and John Hodapp. Nay: none.

City Administrator Brad Myers then presented the other two bids for the soil work. One was from Terracon for $18,000.00 and the other was from Geotechnology Company for $19,900.00. The services were identical, and the finance committee recommended going with Terracon.

Alderman John Hodapp made a motion to accept the bid from Terracon in the amount of $18,000.00. Alderman Jeff Taylor seconded the motion, and it was unanimously approved by roll call vote. Aye: Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, Scott Diekemper, John Hodapp, and Jeff Taylor. Nay: none.

Kevin Rolfingsmeyer reported for the Electric Department saying that they are working on taking Christmas lights down. He said some of the big things in the park will stay up until the ground dries up.

City Administrator Brad Myers updated the council on the survey at 1st and Franklin Streets. He said this was discussed at the Street and Alley Committee meeting earlier this evening. They would like to do an updated survey in this area. The owner on the south side would like to do some work but there are some disputes on where the work can be done. It has been surveyed and no decision has been made except that they are going to accept the property owner’s proposal to pay half for curb and gutter around the entire block. Discussion was held concerning the cost of curb and gutter.

Ryan Meyer reported for the Park Department saying they are taking down lights.

Kevin Rolfingsmeyer said that Jordon Foos has completed his first year of employment in the Electric Department and is doing a very good job and he would like to recommend him for permanent employment.

Alderman John Hodapp made a motion to approve permanent employment of Jordon Foos in the Electric Department. Alderman Tammy Peters seconded the motion, and it was unanimously approved by roll call vote. Aye: Bruce Hilmes, Tammy Peters, Jim McClaren, Scott Diekemper, John Hodapp, Jeff Taylor, and Mike Jansen. Nay: none. Mayor Judy Smith then congratulated Jordon Foos.

City Administrator Brad Myers said that they had H. M. & G. do a study of the drainage issues at 17th and Clinton Street. He presented several maps showing the areas of issues. H. M. & G. did present a set of drawings with the proposed storm drainage installation. There was no price affixed to it, but it would run from Clinton Street south on 17th Street and run up Livingston Street south on 16th Street to meet up with the current storm drain. The Street and Alley committee wanted to ask H. M. & G. about some other design options where there wouldn’t be as many turns. They are going to go back to H. M. & G. and ask them why they didn’t consider an option that Alderman John Hodapp had come up with. The Street and Alley committee presented the information to two of the landowners that were at the last meeting. They liked what they saw but there will be more work needed to finalize the plans and then they will get into the cost of the project.

Mayor Judy Smith asked for a motion to go into executive session to discuss litigation and sale, lease, or purchase of real estate.

At 7:20 p.m. Alderman Tammy Peters made a motion to go into executive session. The motion was seconded by Alderman Jeff Taylor, and it was unanimously approved by roll call vote. Aye: Tammy Peters, Jim McClaren, Scott Diekemper, John Hodapp, Jeff Taylor, Mike Jansen, and Bruce Hilmes. Nay: none.

At 7:47 p.m. the council returned to regular session.

At 7:48 p.m. a motion to adjourn was made by Alderman Bruce Hilmes. Alderman Tammy Peters seconded the motion, and it was unanimously approved by roll call vote. Aye: Scott Diekemper, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, and Jim McClaren. Nay: none.
