II. COMMITTEE REPORTS 

1. 601 West Jefferson

Zoning Board of Appeals recommends approval of a Special Use Permit for an auto repair facility in a C-3 General Commercial Zoning District at 601 West Jefferson Street (Agustin Sevilla/Applicant)

A MOTION was made by Ald. Bonne to SUSTAIN the Zoning Board of Appeals. The motion was SECONDED by Rose. There was no discussion. Approval is subject to the following conditions:

1. Meet all applicable Building and Fire Codes

2. Submittal of a detailed site plan to include the dimensions of property, dimensions for the parking spaces and drive aisles, and the new areas for the required Shade Trees, Perimeter Landscaping, and Interior Landscaping for Staff review and approval

3. Submittal of a detailed landscaping plan to include the required Shade Trees, Perimeter Landscaping, and Interior Landscaping with plant species and sizes for Staff review and approval

4. The hours of operation will be 9 a.m. to 6 p.m. on Monday, Tuesday, Wednesday, and Friday, 9 a.m. to 5 p.m. on Thursdays and 9 a.m. to 3 p.m. on Saturday

5. No outside storage of any auto parts, equipment, materials, unregistered vehicles or inoperable vehicles

6. The landscaping areas and parking lot shall be maintained as per the revised site and landscaping plans approved by Staff

7. The subject property must be free from trash and must be maintained at all times

8. Submittal of a Final Agreement for Staff’s review and approval that addresses the business operations and improvements to the site

2. 315 South Main Street

Liquor and Tobacco Advisory Board recommends approval for the Sale of Liquor by the Drink (Class L50) in conjunction with a tavern and video gaming terminals in a C-4, Urban Mixed-Use Zoning District at 315 South Main Street (Jeffery A. Lindquist/Kelly Fosberg/Wood & Brick, Inc. dba Wood & Brick Tavern/Applicants)

A MOTION was Ald. Torina to SUSTAIN LTAB. The motion was SECONDED by Bonne. Ald. McNeely voiced her support for this request. Approval is subject to the following conditions:

1. Must meet all applicable Building and Fire Codes

2. Compliance with all City of Rockford Code of Ordinances including Liquor Codes

3. Submittal of a revised interior floor plan that includes the number of video gaming terminals to Staff for review and approval

4. The sale of liquor by the drink shall be limited to the revised interior floor plan approved by Staff

5. The hours of operation will be limited to Monday through Saturday 11 a.m. to 2 a.m. and Sunday 11 a.m. to 12 a.m. (midnight)

6. Window display signage is limited to 20% of window area

7. The windows shall not be covered with bars or other devices that block the windows

8. The proposed use and facility shall be limited to five (5) video gaming terminals

9. The proposed use shall not have a cover charge, dance floor or any DJs 10. The proposed use shall not operate as a nightclub

11. All conditions must be met prior to establishment of use

12. Any pending general ordinance case(s) must be resolved prior to issuance of the license

13. All outstanding general ordinances fines must be paid prior to the issuance of the license

RESULT: SUSTAINED

3. 3605 Auburn Street

Liquor and Tobacco Advisory Board recommends approval for the Sale of Beer and Wine by the Drink (Class WB50) in conjunction with a restaurant and video gaming terminals in a C-3, General Commercial Zoning District at 3605 Auburn

Street (Marco A. Revoredo/Taqueria La Katrina, Inc dba Taqueria La Katrina/Applicants)

A MOTION was made by Ald. Quinonez to SUSTAIN LTAB. The motion was SECONDED by Ald. Torina. Ald. Wilkins voiced her support for this request. Approval is subject to the following conditions:

Street is hereby approved. Approval is subject to the following conditions:

1. Meet all applicable Building and Fire Codes

2. Compliance with all City of Rockford Code of Ordinances including Liquor Codes

3. Submittal of a revised site plan that includes the required parking spaces with the dimensions of the parking spaces.

4. Submittal of a landscape plan that includes shade trees, perimeter landscaping, interior landscaping, and green space with plant species and sizes for Staff’s review and approval and installation by June 1, 2023

5. Submittal of a revised interior floor plan that includes the number of chairs, stools, and video gaming terminals should be submitted to Staff’s for review and approval

6. The sale of liquor by the drink shall be in conjunction with a restaurant and limited to the revised interior floor plan approved by Staff

7. The hours of operation shall be limited to Monday through Sunday 10 a.m. to 2 a.m.

8. The proposed use and facility shall be limited to five (5) video gaming terminals

9. The proposed use shall not have cover charge, dance floor or DJs and live entertainment shall end by 12 a.m. (midnight)

10. The proposed use shall not operate as a nightclub

11. Must remove existing freestanding sign and/or replace with a landmark style sign by March 1, 2024

12. Any pending general ordinance case(s) must be resolved prior to issuance of the license

13. All outstanding general ordinance fines must be paid prior to issuance of the license

14. All conditions must be met prior to establishment of use

RESULT: SUSTAINED
