City of Carlyle City Council met Jan. 23.

The Carlyle City Council was called to order by Mayor Judy Smith, at 7:00 p.m. at the Case Halstead Library, 550 6th Street, Carlyle, IL.
The meeting opened with the Pledge of Allegiance.
Aldermen present were Tammy Peters, Jim McClaren, Scott Diekemper, Don Perez, John Hodapp, Jeff Taylor, Mike Jansen, and Bruce Hilmes.
City employees present were City Administrator Brad Myers, Chief of Police Mark Pingsterhaus, Mike Meskil, Keith Housewright, and City Clerk Rita Jurgensmeyer.
Others present were Rebecca Sponsoler, Kelly Ross, and Bug Kleber.
A motion was made by Alderman Don Perez to approve the transfers from Fund 1 General Fund to Fund 3 Street and Alley for $30,000.00, Fund 4 Police for $60,000.00, Fund 16 Retirement for $10,000.00, Fund 17 Parks for $15,000.00, Fund 19 Social Security for $10,000.00, Fund 20 Library for $15,000.00 for a total of $140,000.00. Alderman Jeff Taylor seconded the motion, and it was unanimously approved by roll call vote. Aye: Tammy Peters, Jim McClaren, Scott Diekemper, Don Perez, John Hodapp, Jeff Taylor, Mike Jansen, and Bruce Hilmes. Nay: none.
Alderman Don Perez made a motion to approve the payment of the claims against the city. The motion was seconded by Alderman John Hodapp and was unanimously approved by roll call vote. Aye: Jim McClaren, Scott Diekemper, Don Perez, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, and Tammy Peters. Nay: none.
City Clerk Rita Jurgensmeyer told the council that at the next council meeting it will be time to approve and review the executive session minutes. They will be ready to review at the city hall.
Mayor Judy Smith reminded everyone about the Statement of Economic Interest. She said Martha Reinkensmeyer has sent out an email with directions to file it online. For the aldermen that are running in the April election they have already completed it and will not need to complete it again. If anyone has any questions, they are to contact the county clerk.
City Administrator Brad Myers reported that there was a 40-horsepower pump fall into the lift station. The Electric Department made a harness and they were able to pull it up. They also had a pump go out in the fire pond at the Wise Company. He said that when they pulled it out a muskrat had chewed through the wire and they were able to repair it. He also reported that the county started on their building again.
Keith Housewright reported for the library saying that this Saturday the Corp of Engineers will be at the library for the eagle watch program. It starts at 8:30 a.m. with things for the children. At 9:30 a.m. and 10:30 the wild bird sanctuary will have their presentation.
City Administrator Brad Myers said that the Finance Committee met earlier tonight and approved taking to council the purchase of a new truck for the Police Department. Chief of Police Mark Pingsterhaus said that it is a 2022 Ram 1500 Classic for the price of $40,859.00 from Victory Lane Chrysler Dodge Jeep in Carlinville. City Administrator Brad Myers added that they are buying this on competitive bid price and waiving competitive bidding.
Alderman Jeff Taylor made a motion to purchase the 2022 Ram 1500 Classic for a price of $40,859.00 and to waive competitive bidding. The motion was seconded by Alderman Bruce Hilmes, and it was approved. Aye: Scott Diekemper, Don Perez, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, and Jim McClaren. Alderman John Hodapp abstained. Nay: none.
City Administrator Brad Myers said that after last week’s Park Committee meeting it was approved to begin the recruitment and hiring for summer hires.
Alderman John Hodapp made a motion to approve administration and parks department to begin the recruitment and hiring process for the summer hires. Alderman Mike Jansen seconded the motion, and it was unanimously approved by roll call vote. Aye: Don Perez, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, and Scott Diekemper. Nay: none.
Alderman Don Perez made a motion to go into executive session to discuss litigation, sale, lease or purchase of real estate, and personnel. Alderman John Hodapp seconded the motion, and it was unanimously approved by roll call vote. Aye: John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, Scott Diekemper, and Don Perez. Nay: none.
At 7:36 p.m. the council returned to open session.
Alderman Tammy Peters made a motion to approve a $.25/hour increase for the rate of pay to take place on February 1, 2023, for the Office Clerk 2 position. Alderman Bruce Hilmes seconded the motion, and it was unanimously approved by roll call vote. Aye: Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, Scott Diekemper, Don Perez, John Hodapp, and Jeff Taylor. Nay: none.
