City of Carlyle City Council met Feb. 13.

Here are the minutes provided by the council:

The Carlyle City Council was called to order by Mayor Judy Smith, at 7:00 p.m. at the Case Halstead Library, 550 6th Street, Carlyle, IL.

The meeting opened with the Pledge of Allegiance.

Aldermen present were Tammy Peters, Jim McClaren, Scott Diekemper, Don Perez, John Hodapp, Jeff Taylor, Mike Jansen, and Bruce Hilmes.

City employees present were City Administrator Brad Myers, Chief of Police Mark Pingsterhaus, Ryan Meyer, Jeff Miller, Mike Meskil, City Attorney Joe Heiligenstein, City Treasurer Chad Holthaus, and City Clerk Rita Jurgensmeyer.

Others present were Rebecca Sponsler, Kelly Ross, Paul Gansauer, Ryan Savage, Mike Natale, Bret Schroeder, Garrick Krebs, Bill Leith, and Ed Kleber.

A motion was made by Alderman Tammy Peters to approve the January 9, 2023, and the January 23, 2023, minutes. The motion was seconded by Alderman Bruce Hilmes, and it was unanimously approved by roll call vote. Voting aye Tammy Peters, Jim McClaren, Scott Diekemper, Don Perez, John Hodapp, Jeff Taylor, Mike Jansen, and Bruce Hilmes. Nay: none.

Alderman Don Perez made a motion to approve the Treasurer’s Report as presented. The motion was seconded by Alderman Jeff Taylor and was unanimously approved by roll call vote. Aye: Jim McClaren, Scott Diekemper, Don Perez, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, and Tammy Peters. Nay: none.

Alderman Don Perez made a motion to approve the payment of the claims against the city. The motion was seconded by Alderman John Hodapp and was unanimously approved by roll call vote. Aye: Scott Diekemper, Don Perez, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, and Jim McClaren. Nay: none.

Bill Leith spoke in public comments, thanking the council for the job they do for the betterment of the city.

Mayor Judy Smith read a thank you card from the Perez family in appreciation of the kindness and sympathy and the plant offered to them in the time of the death of their mother.

City Administrator Brad Myers reported on all the things going on in Carlyle. The Lakeside Villas have been started, the Baptist church was torn down, T-Mobile had the electric hooked up today, the surgery clinic had the sewer hooked up today, and the Clinton County Health Department is moving forward.

City Administrator Brad Myers said that the city is required by state statute to set the council meeting dates and times for the year.

Alderman John Hodapp made a motion to set the meeting times and dates as the 2nd and 4th Monday of the month at 7:00 p.m. at the Case Halstead Library located at 550 6th Street. The motion was seconded by Alderman Jeff Taylor and was unanimously approved by roll call vote. Aye: Don Perez, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, and Scott Diekemper. Nay: none.

City Administrator Brad Myers presented the Moons Suds & Slots TIF agreement. He said that they will have a gaming room, laundromat, seamstress shop, and a café. The Finance Committee approved an 80/20 split and recommended it to the council. City Attorney Joe Heiligenstein said that they will need to have the agreement and ordinance for the next council meeting.

City Administrator Brad Myers presented a contract with Computer Design Systems Network for the city network and communication system. City Administrator Brad Myers said they did a very thorough study of the city’s network.

Bret Schroeder from CDS introduced Mike Natale and Garrick Krebs with Custom Camera Solutions. He said that Garrick will be doing all the work with the cameras throughout the city properties. CDS will do the Wi-Fi. CDS will be the city’s full size IT proactive company. CDS is 24/7 and 365 days a year. If the city has any problems, they will have someone to help. Mike Natale explained the cyber security, the technology, and the phone system. Alderman John Hodapp asked how the 24-hour system will work if there is a power or water issue at 2:00 a.m. They explained that the city would have someone on call and if that person does not answer it would go to the next person in line.

Garrick Krebs from Custom Camera Solutions explained that he is a separate company from CDS. He said that he would take care of the cameras and piggyback off CDS. They would provide the network infrastructure and he would provide the cameras.

Alderman Jeff Taylor made a motion to approve the contract with Computer Design Systems Network. Alderman Tammy Peters seconded the motion, and it was approved by roll call vote. Aye: John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, and Scott Diekemper. Alderman Don Perez abstained. Nay: none.

Mayor Judy Smith presented the contract for the purchase of real estate at 1110 Mulliken Street for $250,000.00. City Administrator Brad Myers explained that the Finance Committee accepted it and sent it to the council. He also said that TIF money would pay for it. Alderman John Hodapp asked if this was a temporary move. Mayor Smith said that no it was not temporary and that they would be there to stay.

Alderman Jeff Taylor made a motion to purchase the real estate at 1110 Mulliken Street for $250,000.00. Alderman Tammy Peters seconded the motion, and it was unanimously approved by roll call vote. Aye: Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, Scott Diekemper, Don Perez, and John Hodapp. Nay: none.

Alderman John Hodapp asked if they would be getting an architect in to design the interior. Mayor Smith said that once they closed on the property, they have been given a couple of names of people who could come in and look at the layout and offer options of how it could be arranged. City Administrator Brad Myers said that the city employees will be doing the demolition of any walls, but they would not be installing new walls. City Administrator added that the inspections came back fine.

City Administrator Brad Myers said he had asked for authority from the council to send out a request for qualifications for construction management because the company that they are currently working with is out of Wisconsin and they need someone that is closer. He said that Holland Construction submitted their information in December, and they have had several meetings with them. They are here tonight to inform the council of the benefits of having them here to oversee the construction. Paul Gansauer with Holland Construction Management Services introduced himself and Ryan Savage who is a project executive and they are both partners in Holland Construction Management Services. He said they work on all kinds of construction projects, and they oversee and manage the process. He said they would oversee bidding the project to the subcontracting market and submit the bids to the council for approval. They would assign a full-time superintendent that would be the eyes and ears of the project. They would be responsible for obtaining the permits needed. Their fee would be five percent of the construction project.

Mayor Smith said she felt that this is exactly what the city needs. Burbach’s involvement would be by video from a camera set up on site and she thought eyes on the ground would be a better set up.

Alderman Don Perez asked if they would oversee the subcontractors. They confirmed that they would be.

Alderman Jeff Taylor made a motion to approve the Holland Construction Services contract at five percent of the construction cost. Alderman Tammy Peters seconded the motion, and it was unanimously approved by roll call vote. Aye: Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, Scott Diekemper, Don Perez, John Hodapp, and Jeff Taylor. Nay: none.

At 7:39 p.m. Alderman Don Perez made a motion to go into executive session to review executive session minutes. Alderman Jim McClaren seconded the motion, and it was unanimously approved by roll call vote. Aye: Bruce Hilmes, Tammy Peters, Jim McClaren, Scott Diekemper, Don Perez, John Hodapp, Jeff Taylor, and Mike Jansen. Nay: none.

At 7:46 p.m. the council returned to regular session.

A motion was made by Alderman John Hodapp to approve the executive session minutes from August 8, 2022, November 14, 2022, January 9, 2023, and January 23, 2023. The motion was seconded by Alderman Don Perez, and it was unanimously approved by roll call vote. Aye: Jim McClaren, Scott Diekemper, Don Perez, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, and Tammy Peters. Nay: none.

A motion was made by Alderman Don Perez to open the executive session minutes of August 8, 2022. The motion was seconded by Alderman Mike Jansen and was unanimously approved by roll call vote. Aye: Scott Diekemper, Don Perez, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, and Jim McClaren. Nay: none.

Alderman John Hodapp made a motion to leave closed all the remaining executive session minutes. The motion was seconded by Alderman Jeff Taylor, and it was unanimously approved by roll call vote. Aye: Don Perez, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, and Scott Diekemper. Nay: none.

At 7:49 p.m. a motion to adjourn was made by Alderman Don Perez. Alderman John Hodapp seconded the motion, and it was unanimously approved by voice vote.
