City of Carlyle City Council met Feb. 27.

Here are the minutes provided by the council:

The Carlyle City Council was called to order by Mayor Judy Smith, at 7:00 p.m. at the Case Halstead Library, 550 6th Street, Carlyle, IL.

The meeting opened with the Pledge of Allegiance.

Aldermen present were Tammy Peters, Jim McClaren, Scott Diekemper, Don Perez, John Hodapp, Jeff Taylor, Mike Jansen, and Bruce Hilmes.

City employees present were Chief of Police Mark Pingsterhaus, Mike Meskil, Keith Housewright, and City Clerk Rita Jurgensmeyer.

Others present were Kelly Ross.

Alderman Jeff Taylor made a motion to approve the minutes from February 13, 2023. Alderman Mike Jansen seconded the motion and it was unanimously approved by roll call vote. Aye: Tammy Peters, Jim McClaren, Scott Diekemper, Don Perez, John Hodapp, Jeff Taylor, Mike Jansen, and Bruce Hilmes. Nay: none.

A motion was made by Alderman Don Perez to approve the transfers from Fund 1 General Fund to Fund 3 Street and Alley for $25,000.00, Fund 4 Police for $90,000.00, and Fund 20 Library for $5,000.00 for a total of $120,000.00. Alderman Jeff Taylor seconded the motion, and it was unanimously approved by roll call vote. Aye: Jim McClaren, Scott Diekemper, Don Perez, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, and Tammy Peters.  Nay: none.

Alderman Don Perez made a motion to approve the payment of the claims against the city. The motion was seconded by Alderman John Hodapp and was unanimously approved by roll call vote. Aye: Scott Diekemper, Don Perez, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, and Jim McClaren. Nay: none.

Mayor Judy Smith reported that the Statement of Economic Interest needs to be turned in by May 1, 2023. All elected and appointed officials are required to complete the statement. Martha Reinkensmeyer sent out an email with the statement along with an informational sheet from IML on how to complete the statement. They can be done on-line. If anyone has any questions they should contact the county clerk’s office.

Mayor Judy Smith then congratulated all the athletes in the county. She felt the county was very well represented.

Mayor Judy Smith explained the quote for the new police department parking lot. She said they received two quotes. The Finance committee has reviewed the quotes.

Alderman Don Perez made a motion to approve the quote from Kracht Land Improvement in the amount of $67,000.00. Alderman Jeff Taylor seconded the motion and it was unanimously approved by roll call vote. Aye: Don Perez, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, and Scott Diekemper. Nay: none.

Mayor Judy Smith presented the Moons Suds and Slots TIF agreement. She said that it was on the February 13, 2023, agenda for discussion. She said that they agreed that an 80/20 split would be in order. They have an ordinance that would approve the agreement with Moons Suds and Slots for an 80/20 split.

Alderman John Hodapp made a motion to approve the TIF agreement ordinance with Moons Suds and Slots. Alderman Tammy Peters seconded the motion, and it was unanimously approved by roll call vote. Aye: John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, Scott Diekemper, and Don Perez. Nay: none.

Chief of Police Mark Pingsterhaus informed the council that the transmission went out in his Tahoe. It has 68,000 miles and it is no longer under warranty. He said that the dealerships cannot tell him when they can get a transmission in to repair it. Currently, he is driving the police truck around.

At 7:09 p.m. Alderman John Hodapp made a motion to go into executive session to discuss the sale, lease, or purchase of real estate. Alderman Jeff Taylor seconded the motion, and it was unanimously approved by roll call vote. Aye: Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, Scott Diekemper, Don Perez, and John Hodapp. Nay: none.

At 7:15 p.m. the council returned to open session.

At 7:16 p.m. a motion to adjourn was made by Alderman Don Perez and Alderman Bruce Hilmes seconded the motion, and it was unanimously approved by roll call vote. Aye: Bruce Hilmes, Tammy Peters, Jim McClaren, Scott Diekemper, Don Perez, John Hodapp, Jeff Taylor, and Mike Jansen. Nay: none.
