City of Carlyle City Council met May 8.

The Carlyle City Council was called to order by Mayor Judy Smith, at 7:00 p.m. at the Case Halstead Library, 550 6th Street, Carlyle, IL.
The meeting opened with the Pledge of Allegiance.
Aldermen present were Tammy Peters, Jim McClaren, Scott Diekemper, Don Perez, John Hodapp, Jeff Taylor, Mike Jansen, and Bruce Hilmes.
City employees present were Sergeant Andy Brethorst, City Administrator Brad Myers, City Attorney Joe Heiligenstein, Kevin Rolfingsmeyer, and City Clerk Rita Jurgensmeyer.
Others present were Marsha McClaren, Cheryl Brinkmann, Kelly Ross, and Rebecca Sponsoler.
Alderman Scott Diekemper made a motion to approve the minutes from April 24, 2023. Alderman Jeff Taylor seconded the motion, and it was unanimously approved by roll call vote. Aye: Tammy Peters, Jim McClaren, Scott Diekemper, Don Perez, John Hodapp, Jeff Taylor, Mike Jansen, and Bruce Hilmes. Nay: none.
Alderman John Hodapp made a motion to approve the payment of the claims against the city. The motion was seconded by Alderman Jeff Taylor and was unanimously approved by roll call vote. Aye: Jim McClaren, Scott Diekemper, Don Perez, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, and Tammy Peters. Nay: none.
Mayor Judy Smith reported that the IHSA Bass Tournament is coming up on May 19th and 20th at Carlyle Lake. Carlyle High School has two teams in the tournament. She invited everyone to come out for the send-off and the weigh-in.
Mayor Smith then reminded everyone that extra dumpsters will be at the Street and Alley shed for city wide clean up. The only thing that they will pick up is a large item such as a refrigerator or a freezer. There will be someone at the Street and Alley shed to show where to dispose of items and assist them if necessary.
City Administrator Brad Myers asked Kevin Rolfingsmeyer if the Electric Department has started at Lakeside Villas. Kevin Rolfingsmeyer said they were going to start today but the rain stopped them. He said they have some lines they need to find. They are taking the hydro out tomorrow to find them and start trenching. City Administrator Brad Myers added that they have five slabs poured and one building has the roof going on.
City Administrator Brad Myers said that they have started tearing out walls at the new city hall. Mayor Smith said they are trying to put an exit at the rear of the building instead of just having one in the front.
Cheryl Brinkmann reported for the library saying this Thursday evening they are having one of the Road Scholar programs in the Maddux Room at 7:00 p.m. with Dr. Norman Moline. He will be presenting on national parks and landmarks in this region. On Saturday May 20th Eileen Bone will have her replica of the Maddux mansion at the library. She will have programs at 11:00 and 1:00. There will be other displays including a 1939 Cadillac. She added to save the date of June 13th for the official 85th birthday of the library and they will have a reception that afternoon with all city officials invited.
City Administrator Brad Myers presented the FY23 Realignment ordinance. He said this is an ordinance that must be approved every year. He said it is simply realigning the line items within each fund.
Alderman John Hodapp made a motion to approve the FY23 Realignment ordinance. The motion was seconded by Alderman Jeff Taylor and unanimously approved by roll call vote. Aye: Scott Diekemper, Don Perez, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, and Jim McClaren. Nay: none.
City Administrator Brad Myers presented the FY24 Budget. Alderman Jeff Taylor made a motion to approve the FY24 Budget. Alderman John Hodapp seconded the motion, and it was unanimously approved by roll call vote. Aye: Don Perez, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, and Scott Diekemper. Nay: none.
Kevin Rolfingsmeyer reported for the Electric Department saying they are getting ready to start Lakeside Villas and the engine and radiator projects are moving along quickly. Mayor Smith thanked him for getting the trees down at Maple Hill Park. She said they had two trees that were dead and before they fell on a pavilion or anything else the Electric Department, along with the Park Department, took them down.
City Administrator Brad Myers added that they also took down two trees right behind the Mobil station.
City Administrator Brad Myers said that the Police Committee met tonight and approved to be sent to the city council the hiring of Andrew Brandt as a part time police officer.
Alderman John Hodapp made a motion to approve hiring Andrew Brandt for a part time police officer. Alderman Don Perez seconded the motion, and it was unanimously approved by roll call vote. Mayor Smith then thanked Sergeant Andy Brethorst for stepping up and filling in for Chief Mark Pingsterhaus while he is gone.
City Administrator Brad Myers said they had a Park Department Committee meeting tonight and a decision was made to hire Joseph Martin for the part-time, year-round maintenance position. Park Director Ryan Meyer interviewed him.
Alderman Jeff Taylor made a motion to approve hiring Joseph Martin for the part-time, year-round maintenance position in the Park Department. Alderman Tammy Peters seconded the motion, and it was unanimously approved by roll call vote. Aye: Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, Scott Diekemper, Don Perez, and John Hodapp. Nay: none.
City Attorney Joe Heiligenstein presented the right of way agreement with Clearwave that he made up. He did get a lot of the language from other cities’ agreements with Clearwave. He said he added that at any given time the city has a contact person that they can get ahold of if there is an issue going on. He is going to be doing some research on telecommunications tax. City Administrator Brad Myers added that he does not want the city employees to do locates for them. The City Attorney said that language is in the agreement that he has made up. He asked the council to review the agreement and check with him if they have any questions. City Administrator Brad Myers said that Clearwave will be at the May 22nd meeting.
City Clerk Rita Jurgensmeyer then swore in the newly elected officials, Aldermen John Hodapp, Jim McClaren, and Bruce Hilmes. Newly elected Jeremy Weh was unable to attend the meeting and will be sworn in at the next meeting.
Mayor Judy Smith then presented Alderman Don Perez with a plaque and thanked him for his many years of dedicated service. She added that he will be missed.
At 7:29 p.m. a motion to adjourn was made by Alderman Don Perez and Alderman Bruce Hilmes seconded the motion, and it was unanimously approved by roll call vote. Aye: Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, Scott Diekemper, Don Perez, John Hodapp, and Jeff Taylor. Nay: none.
