Village of Rockton Administration Committee met June 5.

Here are the minutes provided by the committee:

Mr. Winters called the regular meeting of the Administration Committee to order at 5:30 pm. Members present: Mayor Peterson, Dave Winters and Justin York

Staff present: Dan Barber, Tricia Diduch and Chief Hollinger

Absent: Scott Danielson

Motion by Mr. York, second by Mr. Winters, to waive the reading of and approve the minutes of May 15, 2023. All ayes. Motion approved 2-0.

PUBLIC COMMENT

None.

MAYOR – JOHN PETERSON

Mayor Peterson advised the Committee that someone from Goldie Floberg will be at the Village Board meeting to hand over the keys for the building. Mayor Peterson stated that the Village will need to change the locks afterwards. Mayor Peterson added there is a jiu-jitsu business that is possibly interested in renting space at the Goldie Floberg building, but may also be interested in the property on Hawick Street to the east of the condos and businesses.

Mayor Peterson stated that the Village applied for a grant for lead service replacement, but was denied because the average income for residents is too high.

Mayor Peterson said that he spoke to a condo association that was concerned about the how the new water rates are going to affect their bill since they are being billed commercial rates for watering. Mayor Peterson commented that we may be hearing from other condo associations about this and that we may want to change their rates to residential rates.

PUBLIC SAFETY & LEGAL – DAVE WINTERS

Mr. Winters discussed waiving the formal bid process for the Village Hall security system. Mr. Winters added that Resolution 2021-106: A Resolution of the Village of Rockton, Illinois Authorizing the Purchase and Installation of a Village Security System from ELD Experts, LLC d/b/a Monarch and Authorizing an Installment Payment Agreement with Vartana, Inc. to Fund the Purchase of the Village Security System is up for approval at the Village Board meeting on June 6, 2023. The Committee was okay with this.

Mr. Winters stated that the purchase requisition for Enterprise Fleet Management for four Dodge Durangos/equipment for the police department at a cost not to exceed $170,000 for a 48 month lease is up for approval at the Village Board meeting. The Committee was okay with this.

Mr. Winters added that another purchase requisition for Axon for an interview room bundle for the police department at a cost not to exceed $35,000 is also up for approval at the Village Board meeting. The Committee was okay with this.

Mr. Winters stated that Ordinance 2023-12: An Ordinance Amending Chapter 112 of the Code of Ordinances of the Village of Rockton, Illinois Regarding Alcoholic Beverages is up for approval at the Village Board meeting and that this updates the Village’s liquor license fees. The Committee was okay with this.

Mr. Winters said that Ordinance 2023-13: An Ordinance Amending Chapter 118 of the Code of Ordinances of the Village of Rockton, Illinois Regarding Tobacco License Fee is up for approval at the Village Board meeting and that this also updates the Village’s tobacco license fees. The Committee was okay with this.

ADMINISTRATION – JUSTIN YORK

Mr. York advised the Committee that in July that the information technology (IT) governance work will start and this will determine what is IT and what is not. Mr. York stated that he will create a template for this.

Mr. York stated that Ordinance 2023-14: An Ordinance of the Village of Rockton, Illinois Amending Certain Provisions of the Village of Rockton Employee Handbook is up for approval at the Village Board meeting and that this updates the changes regarding bereavement pay and what family members this applies to. The Committee was okay with this.

THE CHIEF– MATT HOLLINGER

Chief Hollinger stated that he has meetings for Old Settlers Days (OSD) later in the week regarding security and stated that the police department is maintaining the same security as they have before. Chief Hollinger said that there will be signage as to what’s not allowed on the event grounds. Mayor Peterson added that there are security meetings held every day for the event.

Chief Hollinger advised the Committee that Sgt. Jobst and Ofc. Cure will be recognized at the Village Board meeting on June 20th for their 20 years of service on the police department.

PLANNING & DEVELOPMENT ADMINISTRATOR – TRICIA DIDUCH

Ms. Diduch stated that the Downtown Sidewalk Sale and street dance was held this past weekend and that it went well. Ms. Diduch said that the event will probably be moved back to the middle of July next year. Ms. Diduch stated that the street dance was a big hit and that the businesses would like to hold a street dance once/month, but that the bar owners may have to pay for security.

Ms. Diduch said that Al’s Main Street Tap asked if they could have outdoor seating now, especially since OSD is coming up. The Committee stated that they were okay with outdoor seating, but didn’t want them to use tires and ropes because it wasn’t very aesthetically pleasing.

Ms. Diduch stated that FIBS filled out an application for outdoor seating in front of the restaurant and it will be on the agenda in July.

Ms. Diduch said that she will be emailing everyone her monthly activity report and added that she has been with the Village for 10 years now.

Ms. Diduch stated that the Rockton River Market (RRM) starts on Wednesday this week.

Ms. Diduch added that the mural has been started on the side of the building for Erica’s Board Creations and Local Blessings. Ms. Diduch said that the mural consists of native wildlife and landscaping to this area.
