City of Carlyle City Council met June 12.

Here are the minutes provided by the council:

The Carlyle City Council was called to order by Mayor Judy Smith, at 7:00 p.m. at the Case Halstead Library, 550 6th Street, Carlyle, IL.

The meeting opened with the Pledge of Allegiance.

Aldermen present were Tammy Peters, Jim McClaren, Scott Diekemper, Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, and Bruce Hilmes.

City employees present were Police Chief Mark Pingsterhaus, City Administrator Brad Myers, City Treasurer Chad Holthaus, Keith Housewright, and City Clerk Rita Jurgensmeyer.

Others present were Kelly Ross, Rebecca Sponsler, and Hannah Leslie.

Alderman John Hodapp made a motion to approve the minutes from May 22, 2023. Alderman Scott Diekemper seconded the motion, and it was unanimously approved by roll call vote. Aye: Tammy Peters, Jim McClaren, Scott Diekemper, Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, and Bruce Hilmes. Nay: none.

Alderman Jeremy Weh made a motion to approve the payment of the claims against the city. The motion was seconded by Alderman John Hodapp and was unanimously approved by roll call vote. Aye: Jim McClaren, Scott Diekemper, Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, and Tammy Peters. Nay: none.

Alderman Jeremy Weh made a motion to approve the Treasurer’s Report as presented. Alderman John Hodapp seconded the motion, and it was unanimously approved by roll call vote. Aye: Scott Diekemper, Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, and Jim McClaren, Nay: none.

City Clerk Rita Jurgensmeyer announced that she along with Deputy Clerk Martha Reinkensmeyer will be hosting a Southwest Illinois Municipal Clerk Association meeting next Wednesday at the library. They will have Joe Langhauser speak on the 1818 Surveying of Illinois. Bob and Kim Hamel will be speaking on the history of Carlyle and Carlyle Lake. Nathan Wilkens will be speaking about office technologies.

Mayor Judy Smith thanked the people that brought the King Kat Fishing Tournament to Carlyle. She said it was a huge success and announced the winners. She said that it was the most moving tournament she has attended. She said they had fishermen from 11 different states. There were 77 anglers competing. She said this tournament is all about God, family, and faith.

Mayor Smith then reported that this Friday, June 16th The Arch 106.5 radio station will be at Oh So Sweet Bakery broadcasting from 6:00 a.m. to 10:00 a.m.

City Administrator Brad Myers reported that at the end of this month they will have an EDC meeting and a Zoning Board meeting.

City Administrator Brad Myers then reported that Carlyle has been busy. AST opened along with T-Mobile. Mayor Judy Smith added that T-Mobile will have a grand opening in July. The Health Department is moving along. The Lakeside Villas should be ready by February. The Nordike building is also moving along.

City Administrator Brad Myers reported that the audit is finished. He said they don’t know the results, but he doesn’t expect any issues.

Keith Housewright reported for the library saying the summer reading program is starting this Thursday at 2:00 p.m. It will run for six weeks. He has 50 kids signed up now, but they usually end up with between 130 to 150 kids. He commented on the story walk at the city park and thanked the Park Department for setting it up. On Tuesday, June 13th at 1:00 p.m. the Library Board will have a celebration at the library celebrating 85 years of the Case Halstead Library.

Mayor Judy Smith announced there will be an EDC meeting on June 26th and Jay Donnely will be speaking.

City Administrator Brad Myers spoke for the Electric Department saying that the generators that were offline are now back online.

City Administrator Brad Myers announced for the Water and Sewer Department that he and Mayor Smith will be going to New Baden and Trenton to look at their sewer lagoons. City Administrator Brad Myers said that the city will need a sewer plant within the next decade.

Chief of Police Mark Pingsterhaus said that he got back on Sunday from the FBI training at Quantico. He thanked the council and the mayor for allowing him to take part in this amazing opportunity. He feels the training made him a better police chief as well as a better person. He will be taking the information that he learned and will be using it in Carlyle.

Chief of Police Mark Pingsterhaus said there will be a Police Committee meeting coming up where they will be discussing getting body cameras. He said that it is budgeted and there is a six month wait for the cameras and the in-car package that they are looking at.

Mayor Judy Smith said the next item on the agenda is amending the liquor code chapter 21-2-6 to add an additional category. This category will be a Class G license that pertains to catering businesses. She explained that Silver Spoons in Breese has a liquor license for catering. If he goes to an event in Breese and caterers, he is allowed to bring in and serve alcohol with this license. He has a traveling license from the State of Illinois.

Alderman John Hodapp made a motion to amend the liquor code to add a Class G license. Alderman Jeremy Weh seconded the motion, and it was approved by roll call vote. Aye: Jeremy Weh, John Hodapp, Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, and Scott Diekemper. Abstaining, Jeff Taylor. Nay: none.

Mayor Judy Smith explained that she is organizing an Events Committee. She added that there will be a Street Fair this year. It will be September 8th and 9th. The City of Carlyle will be taking care of the Street Fair. Kayla Heimann has been made an event coordinator. She will be arranging everything for the Street Fair. Volunteers for the Street Fair will be reporting to Kayla and Kayla will then report to Mayor Smith and City Administrator Brad Myers. Mayor Smith has talked to the K.C. Hall, VFW, Masons, and the Lions. She asked that each organization supply one person to be on the event committee. Mayor Smith said she has checked on insurance and the city’s insurance will cover the event. The K.C. Hall will be using their liquor license for the beer stand. Rob Hyten is bringing in a poker tournament. They will also try to get the guy from the Clinton County Car Club to bring in a car show and Kayla is working on vendors. 

At 7:25 p.m. Alderman Mike Jansen made a motion to move to executive session to discuss personnel, and purchase/lease of property. The motion was seconded by Alderman Bruce Hilmes and was unanimously approved by roll call vote. Aye: John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, Scott Diekemper, and Jeremy Weh. Nay: none.

At 7:56 p.m. the council returned to open session.

Mayor Judy Smith said that the lease renewal agreement with Bittle Automotive will be tabled until the next meeting.

Alderman John Hodapp made a motion to accept the payment agreement with Jacob Speiser in the amount of $9,219.13. Alderman Mike Jansen seconded the motion, and it was approved by roll call vote. Aye: Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, Scott Diekemper, Jeremy Weh, and John Hodapp. Abstaining, Jeff Taylor. Nay: none.

At 7:58 p.m. a motion to adjourn was made by Alderman John Hodapp and Alderman Jim McClaren seconded the motion, and it was unanimously approved by roll call vote. Voting aye Bruce Hilmes, Tammy Peters, Jim McClaren, Scott Diekemper, Jeremy Weh, John Hodapp, Jeff Taylor, and Mike Jansen. Voting nay none.
