A. Change Order: Water Treatment Plant 42 & 36 Filter Media Replacement to Water Well Solutions.

Original amount:  $681,445.00

Change order:     $103,290.00

Total amount:      $784,735.00

The Information Only Change Order items are as follows: during inspection of the underdrain (normally buried in media gravel) and fully exposing the interior wet area of the filter vessel, significant oxidation and corrosion of the steel was observed. In order to preserve the structural integrity and useful life of the vessel, it was determined that the entire interior wet area needed to be sand blasted and epoxy coated. The funding source is Water Replacement Improvement Account (WRIA).

III. COMMITTEE REPORTS

A. Vouchers in the amount of $16,971,684.03

B. City-County Intergovernmental Agreement for Jurisdictional Transfer of Linden Road (CH82) East of Alpine Road to City Limits to construct left turn lanes and resurface Linden Road from Alpine Road to the City Limits.

C. Approval of the Extension of the Intergovernmental Agreement between Rockford Housing Authority and the City of Rockford for Police Services.

D. An Ordinance Authorizing Northern Illinois Gas Company (d/b/a Nicor Gas Company) its successors and assigns, to Construct, Operate and Maintain a Gas Distributing System in and through the City of Rockford, Illinois.

E. Proposed Intergovernmental Agreement for a Three-Year Property Tax Rebate Program for Newly-Built Residential Construction for single family, town home, two-family, three-family and multi-family structures located in the City of Rockford and School District 205.

F. Proposed Intergovernmental Agreement between Rockford Mass Transit District (RMTD) and City of Rockford for RMTD downtown facility expansion.

G. Proposed First Amendment to Intergovernmental Agreement for certain cooperation on public improvements for Lot 3 (riverfront) between Board of Library Trustees of the City of Rockford (Library) and City of Rockford (City).

H. Intergovernmental Agreement: Repairs at the Riverside Boulevard & Owen Center Road/Central Avenue Intersection between the City of Rockford and the County of Winnebago to facilitate pavement repairs and traffic signal repairs. The estimated cost breakdown of the project is as follows:

County (3 legs):  $79,993.69

City (1 leg):         $26,644.56

Total Cost:          $92,676.74

The funding source is Motor Fuel Tax (MFT) funds for the City’s cost match.

IV. RESOLUTIONS

A. Award of Non-Competitive Contract: Enterprise Backup Solution to CDW-G, of Vernon Hills, Illinois in the amount of $548,856.04. The contract duration is three (3) years with an optional one-year renewal. The funding source is ARPA/Information Technology Fund Operating Budget.

B. Award of Bid: Corbin Street, Montague Road, and Alfalfa Drive Water Main Replacement to Northern Illinois Service Company, of Rockford, Illinois in the amount of $1,358,377.01. The project is estimated to be completed by November 17, 2023. The funding source is Water Replacement Improvement Account (WRIA).

C. Award of Bid: City-Wide Street Repairs Group No. 5 to Rock Road Companies, of Janesville, Wisconsin in the amount of $1,089,198.83. The project is expected to be completed by October 13, 2023. The funding source is Motor Fuel Tax Funds (MFT).

D. Award of Bid: Millennium Fountain Renovation to Strenstrom Excavation & Blacktop Group, of Rockford, Illinois in the amount of $536,293.30. The project is estimated to be completed by November 17, 2023. The funding source is DCEO Grant Funds/Redevelopment Funds.

E. Award of Professional Services: Lead Service Line Comprehensive Replacement Planning to Fehr Graham, of Rockford, Illinois based on Hourly Rates and Materials (Estimated Amount of $112,200.00). The contract duration is 12 months. The funding source is Water Replacement Improvement Account (WRIA).

F. Proposed Resolution to waive building plan review, building permit, building inspection and water connection/service fees for new residential construction structures on vacant land and lots throughout the City of Rockford.
