Village of Rockton Budget & Finance Committee met Sept. 5.
Here are the minutes provided by the committee:
Chairman Winters called the regular meeting of the Budget & Finance Committee to order at 6:30 pm. Members present: Mayor Peterson, Scott Danielson, Dennis Hildebrandt, Jodi May, Michelle Prather and Dave Winters
Staff present: Dan Barber, Dan Baumgartner, Tricia Diduch, Chief Hollinger and Arianne Honkamp
Motion by Mr. Danielson second by Ms. May, to waive the reading of and approve the minutes of August 15, 2023. All ayes. Motion approved 3-0.
PUBLIC COMMENT
None.
SPECIAL WARRANT CONSIDERATIONS
Ms. Prather advised the Committee that she will have the IMLRMA Min/Max invoice in the amount of $45,910 in with the next set of bills.
RECOMMENDATION OF PAYMENT
Bills were reviewed and recommended for approval in the amount of $401,785.32.
MAYOR PETERSON
None.
VILLAGE TREASURER, DENNIS HILDEBRANDT
Mr. Hildebrandt stated that there are sufficient funds to pay the bills/payroll. Mr. Hildebrandt asked if the Committee was happy with how he is invoicing the Village and stated that he is adding more details into his billing.
Mr. Hildebrandt advised the Committee that he is working on the monthly reports (up through August 31st) and that that he should have them by the end of the week. Mr. Hildebrandt stated that part of the problem was that he and Ms. Prather were trying to figure out the credit card problem going on at the pool and that’s why the bank statements from June aren’t reconciled yet. Mr. Hildebrandt added that he will have to get together with Ms. Prather and go over the amounts that were being entered. Ms. Prather commented that she is entering the numbers the same as she did last year and there weren’t any issues. Ms. Prather stated that Payment Service Network (PSN) is coming out with a handheld system that runs off of wifi and that this may be an option for the pool because she will not be using the current company (Wholesale Payments) next year.

SCOTT DANIELSON, TRUSTEE
Mr. Danielson asked for clarification about when Mr. Hildebrandt makes transfers from the Illinois funds. Mr. Hildebrandt explained that the funds are there to pay the bills/payroll and this is simply the way he phrases it. Mr. Hildebrandt stated that it doesn’t mean that the funds are being borrowed to pay the bills/payroll.
