City of Carlyle City Council met Sept. 11.

Here are the minutes provided by the council:

The Carlyle City Council was called to order by Mayor Judy Smith, at 7:03 p.m. at the Case Halstead Library, 550 6th Street, Carlyle, IL.

The meeting opened with the Pledge of Allegiance and a moment of silence in remembrance of September 11, 2001.

Aldermen present were Tammy Peters, Jim McClaren, Scott Diekemper, Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, and Bruce Hilmes.

City employees present were Chief of Police Mark Pingsterhaus, City Administrator Brad Myers, City Treasurer Chad Holthaus, City Attorney Joe Heiligenstein, Keith Housewright, and City Clerk Rita Jurgensmeyer.

Others present were Kelly Ross and Chris Streetman. 

Alderman Tammy Peters made a motion to approve the minutes from August 28, 2023. Alderman Bruce Hilmes seconded the motion, and it was unanimously approved by roll call vote. Aye: Tammy Peters, Jim McClaren, Scott Diekemper, Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, and Bruce Hilmes. Nay: none.

Alderman Jeremy Weh made a motion to approve the payment of the claims against the city. The motion was seconded by Alderman John Hodapp and was unanimously approved by roll call vote. Aye: Jim McClaren, Scott Diekemper, Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, and Tammy Peters. Nay: none.

Alderman Jeremy Weh made a motion to approve the Treasurer’s Report as presented. Alderman Jeff Taylor seconded the motion and it was unanimously approved by roll call vote. Aye: Scott Diekemper, Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, and Jim McClaren. Nay: none.

Mayor Judy Smith thanked everyone that helped pull off last weekend’s street fair. She complimented Kayla Heimann for all the work putting it together and running it. She also thanked all the departments, organizations, and volunteers that took shifts working. She then thanked the Boy Scouts for keeping the trash picked up and the trash cans emptied. She said it was a group effort and she is proud of everyone. She said she received several calls complimenting the city on the street fair. They also said they were happy with how things went and hope it continues next year.

Mayor Smith then announced that oil and chipping will take place on September 13th and 19th. It will be the streets from Franklin Street up to Clinton Street and 1st Street to 24th Street.

Mayor Smith added that the city-wide garage sales will take place on September 16th and 17th, and the week after will be city wide clean up. That will be September 20th, 21st, 22nd from 7:00 a.m. to 5:00 p.m. and on September 23rd the Street and Alley Department will be open from 8:00 a.m. to noon.

City Administrator Brad Myers added that on September 19th they will also be oiling and chipping the remainder of the road that Lakeside Villas will not be doing. They will be doing the east entrance up to the building that has the gym and the chiropractor’s office. They will be paying for all labor, materials, and equipment.

City Administrator Brad Myers added that he has noticed a lot of furniture sitting out. The city will not be picking it up. The residents will need to take it to the Street and Alley Department to the dumpster or contact Waste Management for pick up. The city will only pick up large metal items, such as water heaters, freezers, and refrigerators. There will be a list showing what will be picked up and what will need to be taken to the Street and Alley Department.

Keith Housewright reported for the library saying that on Thursday September 14th Bob Hammel will be at the library doing a presentation called The Day the Klan Came to Town at 7:00 p.m. He will have enough seating for 100 hundred people but expects 120 so he urged everyone to get there early. The doors open at 6:00 p.m.

He added that they will be doing the fall book sale in conjunction with the city-wide garage sales starting on September 15th and running for a couple of weeks.

City Administrator Brad Myers told the council that they did go out for bids for the remodel of the new city hall and with an option for the construction of new council chambers. He said he held an open house and did not receive any bids. He contacted Les Boatright and he agreed to come up with a bid. The contract he submitted is for $78,000.00. City Administrator Brad Myers said that Les Boatright will work with the city and his bid may turn out to be less.

Alderman John Hodapp made a motion to waive competitive bidding and approve the remodeling bid from Boatright Built LLC not to exceed $78,000.00. The motion was seconded by Alderman Jim McClaren seconded the motion and it was unanimously approved by roll call vote. Aye: Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, and Scott Diekemper. Nay: none.

City Administrator Brad Myers explained the bid from Visu-Sewer for CCTV and cleaning and installing pipe at the lagoons. This all has to do with the new sewer plant that they will have to install. The pipe that will be installed will take the filter backwash from the water plant. It will go directly to the lagoon and bypass the retention pond at the fish hatchery.

Alderman John Hodapp made a motion to approve the bid from Visu-Sewer for CCTV and cleaning for $6,500.00. Alderman Jeremy Weh seconded the motion and it was unanimously approved by roll call vote. Aye: John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, Scott Diekemper, and Jeremy Weh. Nay: none.

Chief of Police Mark Pingsterhaus asked that the council approve an ordinance for the sale of the 2016 Ford Explorer.

Mayor Judy Smith asked the council for a motion to continue the next agenda item, approving replacement of the police chief’s Chevy Tahoe.

At 7:21 p.m. Alderman John Hodapp made a motion to go into executive session to review executive session minutes. Alderman Tammy Peters seconded the motion and it was unanimously approved by roll call vote. Aye: Bruce Hilmes, Tammy Peters, Jim McClaren, Scott Diekemper, Jeremy Weh, John Hodapp, Jeff Taylor, and Mike Jansen. Nay: none.

At 7:32 p.m. the council returned to open session.

Alderman Tammy Peters made a motion to approve the executive meeting minutes from February 23, 2023, February 27, 2023, April 10, 2023, May 22, 2023, June 12, 2023, June 26, 2023, August 14, 2023, and August 28, 2023. The motion was seconded by Alderman Jeremy Weh and was unanimously approved by roll call vote. Aye: Jim McClaren, Scott Diekemper, Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, and Tammy Peters. Nay: none.

Alderman John Hodapp made a motion to open the executive session minutes from February 23, 2023, and August 14, 2023, and to leave all the others closed. The motion was seconded by Alderman Bruce Hilmes and was unanimously approved by roll call vote. Aye: Scott Diekemper, Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, and Jim McClaren. Nay: none.

At 7:35 p.m. a motion to adjourn was made by Alderman Mike Jansen.  Alderman Jeremy Weh seconded the motion, and it was unanimously approved by roll call vote. Aye: Scott Diekemper, Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, and Jim McClaren. Nay: none.
