City of Carlyle City Council met Oct. 23.

Here are the minutes provided by the council:

The Carlyle City Council was called to order by Mayor Judy Smith, at 7:00 p.m. at the Case Halstead Library, 550 6th Street, Carlyle, IL.

The meeting opened with the Pledge of Allegiance.

Aldermen present were Tammy Peters, Jim McClaren, Scott Diekemper, Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, and Bruce Hilmes.

City employees present were Sergeant Andy Brethorst, City Administrator Brad Myers (via phone), Keith Housewright, and City Clerk Rita Jurgensmeyer.

Others present were Kelly Ross, Chris Streetman, Bo Thomas, and Dwain Depew.

Alderman John Hodapp made a motion to approve the minutes from October 9, 2023. Alderman Tammy Peters seconded the motion, and it was unanimously approved by roll call vote. Aye: Tammy Peters, Jim McClaren, Scott Diekemper, Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, and Bruce Hilmes. Nay: none.

Alderman Jeremy Weh made a motion to approve the transfers from Fund 1 General Fund to Fund 3 Street and Alley for $30,000.00, Fund 4 Police for $60,000.00 for a total of $90,000.00. Alderman Jeff Taylor seconded the motion, and it was unanimously approved by roll call vote. Aye: Jim McClaren, Scott Diekemper, Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, and Tammy Peters. Nay: none.

Alderman Jeremy Weh made a motion to approve the payment of the claims against the city. The motion was seconded by Alderman John Hodapp and was unanimously approved by roll call vote. Aye: Scott Diekemper, Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, and Jim McClaren. Nay: none.

Mayor Judy Smith thanked all the city employees, their family and friends that volunteered to work the city’s spot at the haunted trail this weekend. Mayor Smith said they sold out both nights.

Mayor Smith added that trick-or-treat will be held on Halloween, October 31st. The business trick-or-treat will be from 3:00 – 5:00 p.m. and the regular trick-or-treat will be from 6:00 – 8:00 p.m. Sergeant Brethorst added that the police department will be open for the business trick-or-treat and they will have two officers out that night passing out candy.

City Administrator Brad Myers reported saying that the final numbers were in for the Street Fair and will be brought up in the next meeting. He added that they are in the black. They made a little money.   Mayor Judy Smith added that Kayla Heimann will have numbers from the Street Fair and the Pumpkin Patch at the next meeting.

Keith Housewright reported for the library saying that the library will be open for business trick-or-treat. The story walk will be out at the Willow Pond Trail. For Christmas, the story walk will be at the park. The book will be Penguin Christmas Stories.

Bo Thomas from Glass and Shuffett reported on the FY23 audit. Everything is going well with the city’s finances.

City Administrator Brad Myers explained the resolution to support efforts to extend the life of TIF 3. TDK Consulting wants to build a fabrication plant west of K & J Chevrolet in the TIF 3 District. The TIF is scheduled to expire in 2029. He would like to have some assurance that the city will extend the life of the TIF. Moran Development made up a resolution with the intent of the current council to extend the life of the TIF.

Alderman Jeff Taylor made a motion to approve the resolution in support of extending the life of TIF 3 that expires in 2029. Alderman Scott Diekemper seconded the motion and it was approved by roll call vote. Aye: Jeremy Weh, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, and Scott Diekemper. Alderman John Hodapp abstained. Nay: none.

City Administrator Brad Myers explained the King Kat Tournament Sponsorship. The city has had a sponsorship with the King Kat Tournament for several years. Next year it will be held on June 1st, 2024. He added that it gives a very good tourist attraction. The sponsorship is $3,500.00. Mayor Judy Smith added that the county also pays $3,500.00.

Alderman John Hodapp made a motion to approve the sponsorship with King Kat Tournament in the amount of $3,500.00. Alderman Jeremy Weh seconded the motion and it was unanimously approved by roll call vote. Aye: John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, Scott Diekemper, and Jeremy Weh. Nay: none.

City Administrator Brad Myers gave an update of Generator #10 at the power plant. They are still trying to determine the cause of the problems with the generator. He said that it will not be a cheap fix but the city does have insurance. The insurance deductible is $50,000.00 and 10 percent of the entire project. He said he could see it costing the city around $100,000.00. Mayor Smith said that they are also monitoring Generator #8.

Mayor Judy Smith said she just got a text message from Brandon Pieron about the water leak on Ridge Street in the 200 block. They are finishing it up right now and the water should be on shortly. It was a leak in the main.

At 7:15 p.m. a motion to adjourn was made by Alderman Jeremy Weh.  Alderman Tammy Peters seconded the motion, and it was unanimously approved by roll call vote. Voting aye Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, Scott Diekemper, Jeremy Weh, and John Hodapp. Voting nay none.
